R2P is seeking a candidate to fill the position of Deputy Director.

In a context characterized by ongoing humanitarian challenges as well as new opportunities for engagement, strong candidates must have the ability to lead the development and implementation of a programmatic and operational strategy that is responsive, impactful, and forward-thinking. Competitive candidates will have a combined skill set with which to solve complex operational and programmatic challenges, to deliver effective strategic approaches, to lead, represent and ensure comprehensive safety management across the operation. The Deputy Director is ultimately accountable for all aspects of R2P’s work and as such must demonstrate integrity and principle in the daily work.

Leadership and Management:

  • Provide overall leadership to development and boosting new operation programs. This entails maintaining the existing and developing a new network of donors and various partners, travel to field locations, and regular interactions with staff, beneficiaries, and other key stakeholders.
  • Take the lead in developing and regular adjusting of the R2P collective strategy.
  • Apply effective fundraising tools to support new and on-going projects. Elaborate and adopt non-traditional fundraising approaches to reach out new stakeholders.
  • Provide leadership over the R2P Development Unit
  • Provides technical expertise on programmes quality and development.

Strategy:

  • In collaboration with the Development Officer and program’s senior management team, establish programmatic and operational strategies to ensure R2P is responsive, impactful, and forward-thinking. This requires developing an in-depth knowledge of the national context, a thorough understanding of R2P’s approaches and priorities, an adeptness in systems-thinking, and a willingness to think beyond traditional humanitarian response and the project cycle.
  • In collaboration with the Development Officer, ensure that new programs are proactively undertaken and are within the organization’s and country programs agreed strategic frameworks and standards.

Accountability and Quality:

  • Ensure that robust monitoring and relevant and accessible accountability initiatives are in place and regularly strengthened, and that quality standards in programming and operations are upheld.

Representation and Advocacy:

  • Represent R2P and all programs to donors, governmental authorities, partners, and other stakeholders. This includes representing the organization in in-country coordination fora and proactively seek opportunities to promote humanitarian principles and best practices.
  • Establish strong and efficient partnerships with organisations, donors, and authorities, in line with the R2P strategy.
  • Identify national and international opportunities to engage in targeted advocacy to bring greater attention to humanitarian needs and issues in Ukraine.

Required qualificationsRequired qualifications

  • Master’s degree in political science, international development, law, economics, non-for-profit management, fundraising or other relevant field;
  • Good understanding and deep awareness of the political landscape, government stakeholders, civil society, intergovernmental organizations, UN in Ukraine and worldwide;
  • Familiarity with displacement, asylum, migration, statelessness, international humanitarian and human rights standards;
  • At least 5 years’ relevant work experience in a senior management capacity and working in complex contexts;
  • At least 3 years’ experience in national and international fundraising;
  • Demonstrated leadership skills and adeptness in people management;
  • Experience effectively managing complex humanitarian operations;
  • Excellent strategic thinking and problem-solving skills;
  • Collaborative results-oriented management style;
  • Strong understanding of financial management, risk, and compliance;
  • Confidence in representing organizations and programming to donors, governmental authorities, and other key stakeholders;
  • Ability to motivate and supervise a high-performing team;

In 2020 R2P implemented the peacebuilding project which drew together experts working in the field of mining and ecology. Over the course of ten dialogue sessions, the group shared their expertise, identified environmental issues in the Donbas region that affected both sides of the conflict, and drafted a Resolution for the mitigation of ecological risks in the now devastated region.

In 2021 R2P is going to extend the cross contact line expert dialogue on ecological and resource restoration of the Donbas territory affected by Russian aggression against Ukraine.

The Small Projects Coordinator will report to the Project Manager. 

DUTIES & RESPONSIBILITIESDUTIES & RESPONSIBILITIES

  • Coordinate the implementation of advocacy events at the local level of the project;
  • Liaise with the authorities at the local levels;
  • Assistance in organization of meetings with the main actors at the local level and represent R2P at the relevant advocacy meetings;
  • Assistance in organization of regional advocacy events;
  • Collaborate with R2P PI department and Finance-Admin department;
  • Produce high quality and timely reports in line with donors’ guidelines within agreed deadlines;
  • Keep regular communication, information exchange and ensure coordination with project manager;
  • Assistance in organization and coordination of small projects in eco-journalism; 
  • Administrate the call, documents, and selection procedure for the small projects in eco-journalism;
  • Estimate the budget of the small projects in eco-journalism; 
  • Comply with all relevant R2P policies and procedures, particularly with respect to the code of conduct.

In 2020 in the course of decentralization, the authority to provide social services to the population was started to transfer from the central level to the local, to territorial hromadas. This process is not easy and quick, and the hromadas face many questions and difficulties.

The Project aims to support and strengthen hromada capacities in Olhynska, Volnovaska, Myrneska, and Sartanska through targeted activities. To build the capacities of local authorities so that they are better able to provide quality and non-discriminatory essential services while protecting the most vulnerable in the population, R2P will conduct trainings, provide legal counseling, and advocate for the provision of quality basic services in conflict affected areas, as well as will support the establishment of sustainable mobile and community level social service provision mechanisms.

POSITION’S OVERALL OBJECTIVESPOSITION’S OVERALL OBJECTIVES

The Finance and Administration Assistant will provide the Project team with appropriate finance and administrative support to effectively implement project activities, as outlined below. The Finance and Administration Assistant reports to the Head of Finance/Admin (HoFA) and works closely with the fin/admin team and project staff.

DUTIES & RESPONSIBILITIESDUTIES & RESPONSIBILITIES

Finance:

  • Support HoFA with specific aspects of Finance and office Administration while preparing projects, working plans, budget and budget amendments, reporting documents on projects, final reports;
  • Be in contact with the suppliers on matters related to arrangements of trainings, seminars, working meetings, public events;
  • Carry out daily monitoring of balances and cash flows on the project account;
  • Keep financial records and perform financial procedures (e.g, receipts, payments requests, etc).
  • Assist the organisation and management of internal and external audits.
  • Ensure expenses are authorised and processed in accordance with agreed procedures for both R2P’s and donors.
  • Maintain accounting records, ensuring they are complete, accurate, well archived and safeguarded.
  • Ensure agreed reporting dates are maintained according to R2P’s policies.
  • Assist in managing partners’ finance reporting ensuring compliance with R2P and donor regulations.

Office Administration:

  • Support the efficient running of R2P Volnovakha office daily operations.
  • Ensure all procurement processes are in compliance with R2P and donor regulations.
  • Support logistics for R2P Volnovakha programme activities.
  • Monitor staff records in MTRs, daily check in/outs records; make sure attendance lists of trainings, meeting, and events are properly signed by participants;
  • Other administration duties as agreed.

Human Resources:

  • Maintain personnel records.
  • Coordinate recruitment/induction in line with R2P’s processes.

REQUIRED QUALIFICATIONSREQUIRED QUALIFICATIONS

  • Graduate degree in Accounting/Finance and a minimum of one year of relevant work experience, preferably in the NGO sector;
  • Experience providing accounting and financial support to an international organization, contracts management, and HR related matters very appreciated;
  • Honest and trustworthy, reliable, rigorous and well organized;
  • Able and willing to learn to extend his/her scope of work;
  • Able to manage priorities, take initiatives and work without constant supervision;
  • Excellent Microsoft Office skills;

The Programme is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Programme also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Lawyer as a member of the Legal Team will report to the Project Manager and work in close cooperation with other Lawyers and Advocates.

Project Implementation

  • Preliminary interviews, in-depth interviews, and analysis of asylum claims in accordance with the Ukrainian laws and international refugee protection instruments; preparation of appropriate documents for asylum seekers on the basis of such interviews;
  • Consultations of asylum seekers and refugees on asylum procedures in Ukraine, voluntary repatriation, resettlement and family reunion, integration procedures, citizenship issues, civic laws, and other issues of interest and concern to asylum seekers and refugees;
  • Representation and translation at government and law enforcement agencies, and in other situations when this may be deemed necessary by your supervisor;
  • Legal counseling of asylum seekers on the governmental asylum procedure;
  • Monitoring the quality of the asylum procedure and enhance relevant professional capacities of the local SMS staff involved in first instance adjudication of asylum claims through providing on-the job training to Kyiv MS staff concerning the standards;
  • Monitoring changes in international and Ukrainian legal and legislative acts related to the delivery of program services, and in maintenance and distribution of relevant legal information to colleagues and, when necessary, outside parties;
  • Maintaining paper and computer files for cases counseled;
  • Maintaining up-to-date information on country conditions for countries in your area of expertise;
  • Preparation of reports, including statistical information;
  • Participation in meetings and conferences on behalf of R2P;
  • Implementation of the instructions of the Project Manager.

This project builds on R2P’s efforts to build bridges across the line of contact through a series of dialogues that will develop a shared vision of peaceful coexistence and common identity as a means of achieving long-term reconciliation.

The goal of the project is to increase understanding of different perspectives of the conflict among community members across the line of contact through facilitated dialogues that strengthen trust and relationships and ultimately reduce tensions.

In the framework of the project, R2P will use its connections within other organizations and individual experts to organize and/or attend coordination-working group meetings in order to discuss joint advocacy strategy in peacebuilding and other challenges to the process of dialogue (e.g. the security). R2P’s team will help take the dialogue group’s informal recommendations and turn them into specific recommendations to be conveyed to Track 1 and Track 2 dialogues.

Note: this is a part-time position (20 hours a week).

Project implementation

  • Work autonomously within the scope of advocacy efforts in line with the Advocacy Strategy and Targets;
  • Identify and implement most appropriate advocacy activities in close consultations with the project;

Since the beginning of the conflict in the East of Ukraine R2P has been monitoring the protection situation of IDPs, providing legal assistance, and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhzhya regions.

PROJECT OVERVIEWPROJECT OVERVIEW

In 2020 R2P implemented the peacebuilding project which drew together experts working in the field of mining and ecology. Over the course of ten dialogue sessions the group shared their expertise, identified environmental issues in the Donbass region that affected both sides of the conflict, and drafted a Resolution for the mitigation of ecological risks in the now devastated region.

In 2021 R2P is going to extend the cross contact line expert dialogue on ecological and resource restoration of the Donbass territory affected by Russian aggression against Ukraine.

The Project Manager will report to the R2P President.

DUTIES & RESPONSIBILITIESDUTIES & RESPONSIBILITIES

Project Management

  • Organize, manage and carry out the day to day implementation of the project by contributing to the effective and timely design, planning, monitoring and evaluation process;
  • Take the lead in coordinating the planning and implementation of the project activities in conjunction with the dialogue facilitators, partners, and other organizations and individual experts;
  • Manage the assigned team, ensure all project related activities comply with the project relevant donor’s and organization’s policies and regulations;
  • Collaborate with R2P other Coordinators, and Finance-Admin department to ensure that the project achieves expected results;
  • Troubleshoot project problems. Identify and implement creative solutions;
  • Participate in fundraising activities and ensure the sustainability of project results.

Budgeting and finance management

  • Manage the project’s budget and oversee related procurement in compliance with donor and R2P guidelines, with support from R2P Head of Finance and Administration.

Coordination and Representation

  • Represent the project at all relevant coordination fora with partner organizations as well as duty bearers.
  • Keep regular communication, information exchange and ensure coordination with project partners.
  • Ensure regular mapping of local stakeholders and services available in the targeted area.

Advocacy / Communication

  • Identify, prioritize areas and content for advocacy activities within the project.
  • Plan, implement, and follow-up on advocacy activities within the project.
  • Coordinate project social media campaign.
  • Cooperate with other R2P peacebuilding relevant projects especially through assistance on advocating peace process, transferring ideas of conflict resolution on Tracks 1.5/2 and organising coordination-working group meetings and joint briefings with other organizations of peaceful development in Ukraine (CMI, Center for Humanitarian Dialogue etc.).

Reporting & Accountability

  • Produce high quality and timely reports for R2P and donors within agreed deadlines;
  • Comply with all relevant R2P policies.

Required qualificationsRequired qualifications

  • Master’s degree or equivalent in law, social work, social science, management, development studies or other relevant area;
  • Minimum two years of managerial experience of international donor projects dealing with peacebuilding, humanitarian aid, sustainable development, policy analysis, law, and/ or other relevant area.

For the new project, we are looking for the Legal Analyst to become a part of our team to share our values and to strengthen R2P potential.

The Project is focused on monitoring, protection counseling, and advocacy facilitating freedom of movement in the government controlled areas along the line of contact and in entry exit checkpoints to non-government controlled areas.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Lawyer Specialising in Advocacy/Legal analyst, as a member of the Project Team, will report to the Advocacy Coordinator, and work in close cooperation with the Legal and Protection Coordinators as well as the Project Manager. The position is based in Kyiv at R2P’s Main Office.

Project Implementation:

  • Work autonomously within the scope of advocacy efforts in line with the Advocacy Strategy and Targets;
  • Identify and implement most appropriate advocacy activities in close consultations with the project;
  • Identify the legal gaps in Ukrainian legislation concerning IDPs and conflict affected population and suggest improvements need to be made in order to ensure that the Government’s legal and policy response to internal displacement in Ukraine is implemented;
  • Сarry out research in the area defined by the project;
  • Draft new legislation, including amendments, regulations and instructions, to address the concerns identified;
  • Liaise with the R2P’s partners to follow-up on the situation for IDPs in Ukraine;
  • Organize and conduct meetings with main actors at local, national and international levels upon request;
  • Support the activity of the R2P and of the international observers in any other aspect that is required and provide advice to the R2P on any legal issues as required.

Coordination and Representation

  • Ensure effective communication, coordination and information-sharing with other R2P’s thematic components and key staff;
  • Establish and maintain cooperation with key duty bearers;
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers upon request.

  • Experience of working with the Ukrainian Parliament and Ukrainian executive state institutions is a strong asset. Experience of working with the EU and EU institutions is desirable;
  • Experience or knowledge of humanitarian aid and development policy and research, as well as specific knowledge and experience in working with IDPs human rights situation, is a strong asset;
  • Excellent ability to communicate effectively in English, Ukrainian, and Russian, both verbally and in writing;
