The Right to Protection (R2P), an all-Ukrainian charitable foundation that strives for Ukraine to become a country where refugees, stateless, non-citizens and displaced persons enjoy dignity and protection, launches the Advocacy and Legal Protection Programme funded by UNHCR to be implemented in 2020.

The Programme is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Programme also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Border-Monitoring Advocate as a member of the Legal Team will be reported to the Project Manager, and work in cooperation with the State Border Guard Service (SBGS).

Project Implementation:

  • Legal counseling of asylum seekers on the governmental asylum procedure;
  • Monitoring asylum seekers’ access to the territory of Ukraine through its main international air-gates, e.g. Kyiv-Boryspil and Kyiv-Zhuliany International Airports, as well as the SBGS Temporary Holding Facility (THF) of the SBGS in Kyiv Central Railway Station;
  • Monitoring asylum seekers’ rights in the Migration Custody Center (MCC) in Chernihiv region, Temporary holding facilities.
  • Conducting interviews with the beneficiaries and legal matters related to the Migration Service and courts’ issues;
  • Intervene in incidents of extradition, unlawful detention and police harassment involving asylum seekers and refugees;
  • Providing information about the right to appeal detention and deportation decisions, and negative decisions of migration authority on refugee claims;
  • Assistance asylum seekers in suing their appeals against the court decisions about refugee status, detention and deportation, as well as represent them in the courts (refer asylum appeals to other lawyers within the organization or to partner NGOs for further representation of the asylum seekers in the courts, where necessary);
  • Establishing liaisons with refugee-assisting NGOs and INGOs in Ukraine. Establish and maintain work relations with relevant state authorities;
  • Assistance in organizing training events under the project. Train on the refugee protection and the European and Ukrainian up-to-date legislation state officials including borderguards, migration service officials, judges;
  • Provision/dissemination of the information on asylum procedure at the border check points and detention facilities;
  • Keep abreast of domestic and European developments concerning the refugee-related legislation;
  • Maintaining paper and computer files for cases counseled;
  • Maintaining up-to-date information on country conditions for countries in your area of expertise;
  • Preparation of reports, including statistical information;
  • Participation in meetings and conferences on behalf of R2P.
  • Follow other instructions of the project manager.

Coordination and Representation

  • Ensure effective communication, coordination and information-sharing with other R2P key staff;
  • Establish and maintain cooperation with key duty bearers;
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.

Reporting & Accountability

  • Produce high quality and timely reports in line with R2P guidelines within agreed deadlines;
  • Comply with all relevant R2P policies and procedures, particularly with respect to child protection and the code of conduct.

Required qualificationsRequired qualifications

  • An advocate license;
  • Driving license.
  • At least 3 years of work experience in legal practice including, legal advisory expertise, court representation;
  • Knowledge of the refugee issues and its peculiarities in Ukraine;

Since the beginning of the conflict in the East of Ukraine R2P has been monitoring the protection situation of IDPs, providing legal assistance and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhzhya regions.

In 2020 in the course of decentralization, the authority to provide social services to the population was started to transfer from the central level to the local, to territorial hromadas. This process is not easy and quick, and the hromadas face many questions and difficulties.

The Project aims to support and strengthen hromada capacities in Olhynska, Volnovaska, Myrneska, and Sartanska through targeted activities. To build the capacities of local authorities so that they are better able to provide quality and non-discriminatory essential services, while protecting the most vulnerable in the population, R2P will conduct trainings, provide legal counseling, and advocate for the provision of quality basic services in conflict affected areas, as well as will support the establishment of sustainable mobile and community level social service provision mechanisms. 

POSITION’S OVERALL OBJECTIVESPOSITION’S OVERALL OBJECTIVES

The Finance and Administration Officer will provide the Project team with appropriate finance and administrative support to effectively implement project activities, as outlined below. The Finance and Administration Officer reports to Head of Finance/Admin (HoFA) and works closely with the finance/administrative team and project staff to: 

  1. Ensure smooth and timely management for procurement/admin/HR/finance tasks.
  2. Support Program unit in terms of procurement/admin/HR/finance issues.

DUTIES & RESPONSIBILITIESDUTIES & RESPONSIBILITIES

Finance:

  • Support HoFA with specific aspects of Finance and office Administration while preparing projects, working plans, budget and budget amendments, reporting documents on projects, final reports;
  • Be in contact with the suppliers on matters related to arrangements of trainings, seminars, working meetings, public events;
  • Carry out daily monitoring of balances and cash flows on the project account;
  • Keep financial records and perform financial procedures (e.g, receipts, payments requests, etc).
  • Assist the organisation and management of internal and external audits.
  • Ensure expenses are authorised and processed in accordance with agreed procedures for both R2P’s and donors.
  • Maintain the accounting reporting process, ensuring the accuracy and completeness of ledgers and all supporting documentation and compliance with finance and procurement regulations.

Office Administration:

  • Support the efficient running of R2P Volnovakha office daily operations.
  • Ensure all procurement processes are in compliance with R2P and donor regulations.
  • Support logistics for R2P Volnovakha programme activities.
  • Monitor staff records in MTRs, daily check in/outs records; make sure attendance lists of trainings, meeting, and events are properly signed by participants;

Human Resources:

  • Maintain personnel records.
  • Coordinate recruitment/induction in line with R2P’s processes.

  • Graduate degree in Accounting/Finance/Administration and 3 years of relevant work experience;

The Project Manager will have an overall responsibility over the implementation of a supporting sustainability of response and community resilience in Volnovakha raion, Eastern Ukraine project.

Under the direct supervision of the President and in close cooperation with other R2P relevant projects, the Project Manager will be responsible for the planning, implementing, monitoring and reporting for the Project.

Project Implementation:

  • Organize, manage and carry out the day to day implementation of the project by contributing to the effective and timely design, planning, monitoring and evaluation process.
  • Manage the assigned team, and cooperate with other R2P relevant projects and Coordinators, and Finance-Admin department to ensure that the project achieves expected results.
  • Coordinate activities with other Consortium members and engage local authorities into project implementation; 
  • Facilitate the creation and regular updates to the project implementation tools in collaboration with the programme team, including the regular review of project-level achievements.
  • Ensure proper and regular project documentation and reporting according to R2P standards.
  • Ensure all project related activities comply with the project relevant donor’s and organization’s policies and regulations.

Community engagement

  • Manage the project’s budget and oversee related procurement in compliance with donor and R2P guidelines, with support from R2P Head of Finance and Administration.

Coordination and Representation

  • Establish and maintain cooperation with key duty bearers;
  • Represent the project at all relevant coordination fora with partner organizations as well as duty bearers.
  • Keep regular communication, information exchange and ensure coordination with project partners.

Right to Protection (R2P) is a Ukrainian not-for-profit organization. R2P ensures the protection and human rights of vulnerable migrants—including conflict-affected persons, the internally displaced (IDPs), and refugees, who find themselves in Ukraine due to dire circumstances, those who are stateless are at risk of statelessness, and those who possess undocumented status. R2P’s key programmes are legal assistance, human rights monitoring, advocacy and civil society capacity building.

The project Advocacy, Protection and Legal Assistance to the Internally Displaced Population of Ukraine aims to strengthen the protective environment for internally displaced persons and conflict affected populations (hereafter referred to as IDPs) through directly responding to their needs at community and individual levels as well as developing civil society capacities to identify and implement durable, long-term solutions.

The Lawyer Specialising in Advocacy, as a member of the Project Team, will report to the Advocacy Coordinator, and work in close cooperation with the Legal and Protection Coordinators as well as the Project Manager. The position is based in Kyiv at R2P’s Main Office.

Project Implementation:

  • Work autonomously within the scope of advocacy efforts identified by the Advocacy Coordinator and Manager in line with the Advocacy Strategy developed by the Advocacy Team; 
  • Lead the advocacy directions assigned, identify and implement the most appropriate advocacy activities in close consultation with the Advocacy Coordinator and Legal and Protection Coordinators of the IDP-assisting project;
  • Organize and conduct events and meetings with the main actors at local, national and international levels;
  • Identify the legal gaps in Ukrainian legislation concerning IDPs and the conflict affected population, and suggest improvements that need to be made in order to ensure that the Government’s legal and policy response to internal displacement in Ukraine is implemented;
  • Consolidate analytical information, draft analytical reports and other materials to present gaps that should be addressed; 
  • Draft new legislation, including amendments, regulations and instructions, to address the concerns identified;
  • Liaise with R2P’s partners to follow-up on the situation for IDPs in Ukraine;
  • Support R2P’s activity and the activities of international observers in any other aspect that is required and provide advice to R2P on any legal issues as required.

Coordination and Representation

The project will be implemented by the Right to Protection (R2P). R2P, an all-Ukrainian charitable foundation, assists refugees, asylum seekers, stateless, internally displaced persons, and conflict-affected population in Ukraine.

The project’s major objective is to ensure that the stateless population in Ukraine exercise their human rights. To achieve that R2P will 1) provide legal aid and counseling in the Kyiv, Kharkiv, Donetsk, and Luhansk (GCA) regions, 2) build capacity of legal aid providers, government, and communities on statelessness prevention and reduction; and 3) develop a comprehensive analysis of the legal framework regarding stateless in Ukraine and advocate for the improvement of government policy, legislation and existing administrative procedures towards the stateless population.

The Lawyer will provide primary and secondary legal aid to the stateless to ensure that their rights are observed.

Project Implementation

  • Preliminary interviews, in-depth interviews, and analysis of asylum claims in accordance with the Ukrainian laws and international refugee protection instruments; preparation of appropriate documents for asylum seekers on the basis of such interviews;
  • Consultations of asylum seekers and refugees on asylum procedures in Ukraine, voluntary repatriation, resettlement and family reunion, integration procedures, citizenship issues, civic laws, and other issues of interest and concern to asylum seekers and refugees;
  • Representation and translation at government and law enforcement agencies, and in other situations when this may be deemed necessary by your supervisor;
  • Legal counseling of asylum seekers on the governmental asylum procedure; 
  • Systematically monitoring the THFs at the segments of Ukraine-Poland and Ukraine-Belarus borders located in the Volyn region;
  • Monitoring the situation of asylum seekers and refugees at Zhuravici MAC on a regular basis;
  • intervene in cases of arbitrary detention, risk of refoulement, ill-treatment, denial of access to asylum procedure for PoCs identified at the borders, including by means of ECtHR litigation and other forms of advocacy related to both systemic problems and individual incidents of human rights violations;
  • Assistance to Senior Attorney in monitoring changes in international and Ukrainian legal and legislative acts related to the delivery of program services, and in maintenance and distribution of relevant legal information to colleagues and, when necessary, outside parties;
  • Assistance to Senior Attorney in providing legal support for R2P operations, including but not limited to, preparation and review of relevant contractual documents, intervention in conflict situations, and others requiring your input;

Right to Protection (R2P) is a Ukrainian not-for-profit organization. R2P ensures the protection and human rights of vulnerable migrants – the conflict-affected, the internally displaced (IDPs), the refugees, who find themselves in Ukraine due to dire circumstances, the stateless, the undocumented, and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. 

The Project “Preventing the spread of and responding to COVID-19 in the Eastern Conflict Areas, Ukraine” aims to increase response capacities to COVID-19 in the Eastern Conflict Areas, Ukraine. The Project is financed by ACTED in partnership with USAID/OFDA.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Communication Assistant as a member of the Project Team will be reported to the Communication Officer, and work in close cooperation with the Protection Coordinator as well as the Project Manager. The position is settled in Kyiv at the R2P Main Office.

  • Assist in developing and implementation of internal and external communications’ strategy/plan for the organization;
  • Collect all available information and expertise, ensures effective, strategic, and evidence-based advocacy messages; 
  • Draft communication messages for legislative and policy changes developed by R2P;
  • Regularly update the organization’s information materials including reports, brochures, leaflets, etc;
  • Produce public relations materials, edit reports, and assist with planning, publicizing, and carrying out special events;
  • Engage directly with government officials and civil society representatives as appropriate for implementation communications plan;
  • Assist in the development of internal communications and external media relations, establishes and maintains contacts with the press centers of the governmental and non-governmental stakeholders;
  • Assist in the management of message development, media relations and maximize media opportunities;
  • Build and sustain an organization’s image and reputation for quality and reliability, ensure the public views a project favourably.
  • Write and update content and PR materials on the website, Facebook, Twitter, Telegram, YouTube.
  • Integrate R2P’s expertise into internal and external communications strategy and assists in making it available for learning;
  • SMM.

Required qualificationsRequired qualifications

  • Good writing skills (posts, articles, etc);
  • A minimum requirement of 2-4 years of social media experience;
  • Experience of making and provide photography and design to support social media strategy and of create engaging short videos for social media;
  • Media planning and ad execution;
  • Experience of website management;
  • Manage audience interaction through our various social media platforms.

The Right to Protection (R2P), an all-Ukrainian charitable foundation that strives for Ukraine to become a country where refugees, stateless, non-citizens, and displaced persons enjoy dignity and protection, launches the Advocacy and Legal Protection Programme funded by UNHCR to be implemented in 2020.

The Programme is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Programme also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations.

The Lawyer as a member of the Legal Team will report to the Project Manager and work in close cooperation with other Lawyers and Advocates.

Project Implementation

  • Preliminary interviews, in-depth interviews, and analysis of asylum claims in accordance with the Ukrainian laws and international refugee protection instruments; preparation of appropriate documents for asylum seekers on the basis of such interviews;
  • Consultations of asylum seekers and refugees on asylum procedures in Ukraine, voluntary repatriation, resettlement and family reunion, integration procedures, citizenship issues, civic laws and other issues of interest and concern to asylum seekers and refugees;
  • Consultations of asylum seekers and refugees on social rights, medical reimbursement, grants, and other business opportunities;
  • Filling out the necessary documents on social issues;
  • Representation and translation at government and law enforcement agencies, and in other situations when this may be deemed necessary by your supervisor;
  • Legal counseling of asylum seekers on the governmental asylum procedure;
  • Monitoring the quality of the asylum procedure and enhance relevant professional capacities of the local SMS staff involved in first instance adjudication of asylum claims through providing on-the-job training to Kyiv MS staff concerning the standards;
  • Monitoring changes in international and Ukrainian legal and legislative acts related to the delivery of program services, and in maintenance and distribution of relevant legal information to colleagues and, when necessary, outside parties;
  • Maintaining paper and computer files for cases counseled;
  • Maintaining up-to-date information on country conditions for countries in your area of expertise;
  • Preparation of reports, including statistical information;
  • Participation in meetings and conferences on behalf of R2P;
  • Implementation of the instructions of the Project Manager.

Reporting & Accountability

  • Produce high quality and timely reports in line with R2P guidelines within agreed deadlines;
  • Comply with all relevant R2P policies and procedures, particularly with respect to child protection and the code of conduct.
