Advocacy Coordinator reports to Deputy President, and works in close cooperation with Programme Managers, Head of Public Information Unit, and with Team Leaders of the R2P Regional Offices. 

Advocacy Coordinator develops and supports in-house advocacy programs in the organizations’ offices contributing to all directions and efforts of the R2P. Advocacy Coordinator is responsible for the coordination of the organization’s advocacy activities, developing and maintaining relations with advocacy stakeholders, strategic planning, methodological support to the organization, including teams at local offices, monitoring and evaluation of deliverables, representation of the component to the key stakeholders, conception and drafting of new advocacy projects. 

Essential Functions:

  • Develop an advocacy strategy of the organization at regional, national and international levels targeting all R2P’s beneficiaries. The strategies are to be based on the R2P’s organizational strategy for 2022-2024. 
  • Ensure the implementation of the advocacy strategy in close cooperation with Programme and Functional Managers. 
  • Planning, organization, and implementation of advocacy activities/campaigns at the international, national, and local levels
  • Maintain the existing relations and develop new ones with advocacy stakeholders and counterparts such as the Government of Ukraine, Ukrainian Parliament, Local Governments, the UN, international actors, the EU Parliament, OSCE etc.
  • Represent the organization’s at all relevant coordination and coalition fora with partner organizations as well as duty bearers.
  • Promote and support the existing and new fora of civil society and governments as an instrument of collective response advocacy.
  • Maintain a broad overview of the changing political landscape and identify new and emerging advocacy opportunities and threats relevant to the situation of beneficiaries in Ukraine.
  • Supervise the Advocacy Unit in programmatic and developing efforts.
  • Operational management of the Advocacy Unit’s team: planning, control, decision-making in accordance with the strategic plan and work plans of projects.
  • Spearhead staff capacity building efforts by identifying needs of the advocacy team.
  • Ensure that the advocacy team has the necessary tools, resources, and information to deliver and evaluate services that meet or exceed internationally accepted standards and protocols.
  • Make sure the advocacy team is aware of and enforces human rights standards and R2P’s code of conduct, including confidentiality and data protection, and apply them into their everyday work.
  • Work closely with President and the Strategy and Development Unit to develop program objectives and budgets, with a focus on advocacy projects.
  • Coordinate preparation of and manage timely and high?quality program narrative reports concerning advocacy.
  • Regularly visit the organization’s field offices and project sites to monitor implementation quality.
  • Model R2P values through collaboration, strategic decision?making, evidence?based programming, and efficient management of resources.
  • Ensure accountability through effective monitoring and impact assessment; comply with R2P and donor policies, procedures and requirements and ensure compliance on the part of staff, volunteers and project partners
  • Introduce a human rights approach in activities implemented by the organization.

REQUIRED QUALIFICATIONSREQUIRED QUALIFICATIONS

  • Higher education in law, public administration or other related area;
  • Excellent knowledge of national and international human rights legal aid instruments including Ukrainian law, the European Court on Human Rights and UN instruments;
  • Good understanding and deep awareness of the political landscape, government stakeholders, civil society, intergovernmental organizations, the UN in Ukraine and worldwide. 
  • Familiarity with migration, particularly displacement, asylum, statelessness human rights standards;
  • Strong public and media presentations skills; 
  • Strong training and lecturing abilities are an advantage and strongly preferred;

R2P ensures the protection and human rights of vulnerable migrants – the conflict affected, the internally displaced (IDPs), the refugees, who find themselves in Ukraine due to dire circumstances, the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building.

The project ‘Digitization of public services: promoting long-term solutions to the problem of access to conflict-affected communities and vulnerable groups in Ukraine’ is aimed to increase sustainable protection of social, economic and administrative rights across Ukraine, with a particular focus on the conflict-affected communities in the East; to increase adaptivity and mobilization of Ukrainian governmental institutions and other duty bearer stakeholders in protection of the rights of socially vulnerable citizens by instrumentalization of innovative approaches, including e-services.

The Legal Analyst as a member of the Project Team will be reported to the Advocacy Coordinator, and work in close cooperation with the Legal and Project Coordinators. The position is settled in Kyiv at the R2P Main Office.

Project Implementation

  • Work autonomously within the scope of advocacy efforts identified by the Advocacy and Project Coordinators in line with the Advocacy Strategy developed by the Advocacy Team; 
  • Lead the advocacy directions assigned, identify and implement most appropriate advocacy activities in close consultations with Advocacy Coordinator and Legal and Protection Coordinators of the IDP-assisting project;
  • Identify the legal gaps in Ukrainian legislation, concerning IDPs and conflict affected population, and suggest improvements to be made in order to ensure that the Government’s legal and policy response to internal displacement in Ukraine is implemented, including Digitization of public services issues;
  • Consolidate analytical information, draft analytical reports and other materials to present gaps that shall be addressed; 
  • Draft new legislation, including amendments, regulations, and instructions, to address the concerns identified;
  • Liaise with the R2P’s partners to follow-up on the situation for IDPs in Ukraine, including Digitization of public services issues;
  • Organize and conduct meetings with main actors at local, national, and international levels;
  • Support the activity of the R2P and of the international observers in any other aspect that is required and provide advice to the R2P on any legal issues as required. 

Coordination and Representation

  • Ensure effective communication, coordination and information-sharing with other R2P’s thematic components and key staff;
  • Establish and maintain cooperation with key duty bearers;

  • Experience of working with the Ukrainian Parliament and Ukrainian executive state institutions is a strong asset. Desirable is an experience of working with the EU and the EU institutions;
  • Experience or knowledge of humanitarian aid and development policy and research, as well as specific knowledge and experience in working with digitalization, is a strong asset;

  • Consultations of asylum seekers and refugees on asylum procedures in Ukraine, voluntary repatriation, resettlement and family reunion, integration procedures, citizenship issues, civic laws, and other issues of interest and concern to asylum seekers and refugees;
  • Representation and translation at government and law enforcement agencies, and in other situations when this may be deemed necessary by your supervisor;
  • Legal counseling of asylum seekers on the governmental asylum procedure;
  • Monitoring the quality of the asylum procedure and enhance relevant professional capacities of the local SMS staff involved in first instance adjudication of asylum claims through providing on-the job training to Kyiv MS staff concerning the standards;
  • Monitoring changes in international and Ukrainian legal and legislative acts related to the delivery of program services, and in maintenance and distribution of relevant legal information to colleagues and, when necessary, outside parties;
  • Maintaining paper and computer files for cases counseled;
  • Maintaining up-to-date information on country conditions for countries in your area of expertise;

The Social/Community Worker as a member of the R2P Team will report to the Project Manager and work in close cooperation with other Lawyers and Advocates.

Project Implementation

  • Consultations of asylum seekers and refugees on social rights in Ukraine (registration of the birth of a child, receiving a baby’s pack, accessing state assistance for large families, for single mothers, persons caring for a sick child, obtaining a birth certificate, registration of the place of residence, obtaining a certificate of parents and children from large families).
  • Conducting social assessments of the cases for the purposes of monthly subsistence allowance committee meetings (MSA) and presenting the cases during the meeting.
  • Providing assistance in accessing basic health care by counselling on medical issues and interacting with state medical institutions (counselling on signing a declaration with a family doctor, access to routine vaccinations for children, access to vaccination against Covid-19).
  • Providing assistance to unaccompanied children for settling them in the special accommodation centers.
  • Referring clients for individual psychological counselling upon request (with the involvement of a specialist – a psychologist).
  • Ensuring access to education in the region by counselling on enrolment in kindergarten and school, obtaining a certificate of education.
  • Monitoring access of refugee and asylum-seeker children and youth to secondary, vocational and higher education.
  • Counselling on possibilities to start and develop private businesses (including registration as an individual entrepreneur, registration as unemployed, obtaining a tax number), attend courses and training, and vocational trainings and grants through the UNHCR livelihoods program.
  • Establishing cooperation with the local state authorities in the sphere of community building.
  • Organizing and conducting community development events.

IntroductionIntroduction

The project will be implemented by the Right to Protection (R2P). R2P, an all-Ukrainian charitable foundation, assists refugees, asylum seekers, stateless, internally displaced persons and conflict affected population in Ukraine.

The project’s major objective is to ensure that stateless population in Ukraine exercise their human rights through providing legal aid and counseling in Kyiv city, Kyiv and Kharkiv cities and regions and the government controlled parts of Donetsk region, developing a comprehensive analysis of the legal framework regarding stateless in Ukraine and advocating for the improvement of government policy and legislation, and its implementation in response to the problems identified during the monitoring through a telephone hot-line and provision of legal aid to beneficiaries.

The Advocate will report to the Project Manager, and is expected to spend approximately 60% of his/her time at the office and the remaining travelling in Donetsk region.

  • Excellent ability to communicate effectively in Ukrainian and Russian, both verbally and in writing;

The Right to Protection (R2P), an all-Ukrainian charitable foundation that strives for Ukraine to become a country where refugees, stateless, non-citizens and displaced persons enjoy dignity and protection, launches the Advocacy and Legal Protection Programme funded by UNHCR.

The Programme is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Programme also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations.

The Social/Community Worker as a member of the R2P Team will report to the Project Manager and work in close cooperation with other Lawyers and Advocates.

Project Implementation

  • Consultations of asylum seekers and refugees on social rights in Ukraine (registration of the birth of a child, receiving a baby’s pack, accessing state assistance for large families, for single mothers, persons caring for a sick child, obtaining a birth certificate, registration of the place of residence, obtaining a certificate of parents and children from large families). 
  • Conducting social assessments of the cases for the purposes of monthly subsistence allowance committee meetings (MSA) and presenting the cases during the meeting. 
  • Providing assistance in accessing basic health care by counselling on medical issues and interacting with state medical institutions (counselling on signing a declaration with a family doctor, access to routine vaccinations for children, access to vaccination against Covid-19). 
  • Providing assistance to unaccompanied children for settling them in the special accommodation centers.
  • Referring clients  for individual psychological counselling upon request (with the involvement of a specialist – a psychologist).
  • Ensuring access to education in the region by counselling on enrolment in kindergarten and school, obtaining a certificate of education.
  • Monitoring access of refugee and asylum-seeker children and youth to secondary, vocational and higher education.
  • Counselling on possibilities to start and develop private businesses (including registration as an individual entrepreneur, registration as unemployed, obtaining a tax number), attend courses and training, and vocational trainings and grants through the UNHCR livelihoods program.
  • Establishing cooperation with the local state authorities in the sphere of community building.
  • Organizing and conducting community development events. 
  • Maintaining paper and computer files for cases counseled.
  • Preparation of reports, including statistical information.
  • Participation in meetings and conferences on behalf of R2P.
  • Implementation of the instructions of the  Project Manager.

  • Produce high quality and timely reports in line with R2P guidelines within agreed deadlines;

The Programme is aimed to strengthen the protective environment for internally displaced persons and other affected populations through directly responding to their needs at community and individual levels as well as developing civil society capacities to identify and implement durable, long-term solutions.

DUTIES & RESPONSIBILITIESDUTIES & RESPONSIBILITIES

  • Determines data needed to be collected and the appropriate data resources;
  • Formulates, implements, and enforces proper data collection policies and procedures and instructs project’s Community Assistants;
  • In cooperation with the Protection Monitoring Coordinator establishes data quality standards;
  • Evaluates current data collecting systems, develops data collection and evaluation methodologies, to improve the quality of the reporting (in cooperation with Info Management Officer);
  • Reviews, reflects information in the system IDPs CRM, uses the system to build reports to donor;
  • Compiles monthly reports on monitoring findings and other reports requested by the Protection Coordinator;
  • Supervises work of the Junior Data Managers, assesses it and provides comments and recommendations on improving the quality of provided information and work processes;
  • Analyses and assesses information provided by Community Assistants, provides comments on its quality;
  • Recognizes and gives an account of problems in obtaining data during the assessment and other challenges encountered, as to support evaluation of data collection mechanism;
  • If required, conducts an ad-hoc monitoring following instructions provided by R2P;
  • Attends web-meetings, trainings and study visits organized by R2P and when required shares information with Community Assistants;
  • Communicates and coordinates with Community Assistants, other data managers and team leaders;
  • Takes good care of and keeps in secure the fixed assets provided by R2P to carry out the project activities.

REQUIRED QUALIFICATIONSREQUIRED QUALIFICATIONS

Compulsory

  • Fluent Ukrainian, Russian, and English languages;
  • University degree, preferably in social sciences, education, journalism or law;
  • Ability to gather information in an objective, appropriate and sensitive way by carefully observing, by actively listening, by paying full attention to the situation and the information of the various sources, and understand the points being made;
  • Know how to effectively convey information, in local languages and in English;
  • Expertise to enter, transcribe, record, maintain data/ information in written or electronic forms;
  • Cultural sensitivity and diplomacy; 
  • Familiarity with Ukrainian society, institutions, and agencies; 
  • Excellent Microsoft Office skills (Excel, MS Word, PowerPoint).

Desirable (will be an asset)

  • Knowledge of KoboToolbox;
  • Relevant working experience, over three years preferred;
  • Reasonable familiarity with humanitarian themes such as displacement, education, shelter, food security and nutrition, health, livelihoods, protection, water, sanitation and hygiene;
