Dangerous industrial facilities in eastern Ukraine existed long before 2014. The beginning of hostilities intensified the old problems and created new ones.

The local population was not ready for the challenges they faced 7 years later, i.e. namely the decaying and destroyed infrastructure, worsening of water quality due to flooding of radioactive and contaminated mines, and in addition to all of this – the effects of global climate change, which directly affects soil fertility and air quality.

Emergency preparedness and response plans are especially crucial in this context. However, we must not forget about the importance of direct impact on the problem via the development of long-term solutions.

That’s why in 2021 the CF “Right to Protection” (R2P), within the #3PConsortium and with the financial support of the
Foreign, Commonwealth & Development Office
, jointly with Ukrainian and international NGOs ACTED Ukraine, the IMPACT Initiatives, the Danish Red Cross and the Red Cross of Ukraine are implementing a project aimed at reducing the eastern Ukraine population’s vulnerability to the natural and industrial-driven disasters.

On January 28, Right to Protection CF organized a webinar on the practical aspects of the monetary compensation for destroyed housing. The event was held within the NRC_ECHO project with the support of the Norwegian Refugee Council in Ukraine.

Polina Gorelik and Alla Shcherbyna, lawyers of the Right to Protection CF in Kurakhove were the speakers at the online event. During the webinar our colleagues addressed the following issues:

  • Legal aspects of the compensation for destroyed housing procedure;
  • Who can receive compensation for housing destroyed as a result of a military emergency?;
  • How to exercise the right for compensation;
  • What to do in case of a compensation refusal?

The event was joined by all the interested parties, as well as our beneficiaries, whose houses (apartments) were destroyed as a result of a military emergency.

Since 2019, the Right to Protection CF (R2P) with the support of the European Union and together with Ukrainian and international non-governmental organizations (ACTED, IMPACT Initiatives, Danish, Austrian and Ukrainian Red Cross) have been implementing the Reducing Disaster Risk Vulnerability in Eastern Ukraine project. Within this project, the Prevent Prepare Protect Consortium (3P) was established.

Back in the days Mykhailo had to flee persecution from Tajikistan. Nowadays he runs a successful business in the cities of Irpin and Bucha (Kyiv Region) – the Mazza_cafe_halal.

These cafes specialize in traditional Eastern cuisine. Here everyone can enjoy pilaf, chebureks, doner kebabs and other famous delicacies.

His success in business is the result of hard work and constant development. According to Mykhailo, United Nations High Commissioner for Refugees (UNHCR) business grant helped him to get a kickstart.

Earlier, Mykhailo joined the Right to Protection CF training for beneficiaries «How to make money and find yourself in Ukraine», where he shared his experience of successful integration and on starting a career in Ukraine. We decided to go to the city of Irpin and visit Mr. Mykhailo’s cafe and talk with him about his life, development, and the path to success.

In 2020 Together with the partners from 3P Consortium Right to Protection CF worked on several projects aimed on protection mainstreaming in eastern Ukraine. One of the most successful initiatives were webinars, seminars and trainings for local authorities in Donetsk and Luhansk regions.

3 questions. 3 answers on the activities of 3P Consortium in 2020


The 3P Consortium was formed in 2019 by a group of international and Ukrainian NGOs – ACTED, IMPACT Initiatives, Right to Protection CF, the Danish Red Cross, the Austrian Red Cross, and the Ukrainian Red Cross Society. With the full support of U.S. Agency for International Development (USAID) and under the ACTED leadership, the 3P Consortium works to support the reduction of disaster risk vulnerability in eastern Ukraine. 3P partners are united by their desire to Prevent, Prepare and Protect civilian populations and critical service systems in eastern Ukraine against the risks of natural, ecological and industrial disasters.

Stateless persons are the people who are not recognized by any country in the whole world. However, we should bear in mind the distinction between officially recognized stateless persons and those who are not registered at all. Undocumented stateless persons face serious problems: they cannot officially work, enter into contracts, buy property, or just to live a usual life, like everybody else.

In 2020, several important steps in this case were taken by the government of Ukraine, one of which was the adoption of the Law of Ukraine «On Amendments to Certain Legislative Acts of Ukraine Concerning Recognition as a Stateless Person». Unfortunately, despite the fact that the law is already in force, it is still in the process of being enacted. The second problem is with the draft law «On Administrative Procedure», which also regulates the issue: it needs to be substantially finalized before preparation for the second reading.

The COVID-19 pandemic has forced us to convert our communication with our beneficiaries into the remote mode.

In a short period of time we had to master many modern online tools, because people’s need for our help has not disappeared. And we are very glad that within the training course «Webinars: tips for human rights activists»  we were able to share with the participants all our knowledge and experiences, in particular, on the organization of webinars!

The training course was implemented with the support of the Norwegian Refugee Council in Ukraine (NRC) and the Norwegian Ministry of Foreign Affairs.

Our beneficiary story is the clear example of the awful human rights violations that took place at the Exit-Entry Check Points (EECP) in Luhansk and Donetsk Regions after the introduction of COVID-19 quarantine restrictions on March 27, which resulted in closing all borders and checkpoints in Ukraine. In fact, people who were in need to cross the line of demarcation in Donbas were trapped without money, food and had nowhere to sleep at night. And unfortunately, Valentyna was the one of them. 

Right to Protection CF lawyers helped the woman to obtain compensation for non-pecuniary damage, as well as to prove the illegality of the State Border Guard Service of Ukraine actions due to which our beneficiary was unable to cross the demarcation line. The appeal was upheld on 16 November 2020, Court decision is final.
