The Right to Protection (R2P), a charitable fund that strives for Ukraine to become a country where refugees, stateless, non-citizens and displaced persons enjoy dignity and protection, continues the Advocacy, Protection and Legal Aid Programme funded by UNHCR to be implemented in 2021.

The Programme is aimed to strengthen the protective environment for internally displaced persons and other affected populations through directly responding to their needs at community and individual levels as well as developing civil society capacities to identify and implement durable, long-term solutions.

Within delegated authority, the Communication Assistant in coordination with Communication Officer will be responsible for the following duties:

  • Assists in developing and implementation of internal and external communications’ strategy/plan for the project;
  • Collects all available information and expertise, ensures effective, strategic and evidence-based advocacy messages;
  • Drafts communication messages for legislative and policy changes developed by R2P in the relation to the protection of IDPs;
  • Сarries out communications activities to promote and share information about the project;
  • Integrates R2P’s expertise into internal and external communications strategy and assists in making it available for learning;
  • Regularly updates project’s information materials including reports, brochures, leaflets, etc;
  • Promotes information about project trainings and workshops as appropriate;
  • Supports project’s communications and public information plan;
  • Produce public relations materials, edits reports, and assist with planning, publicizing, and carrying out special events;
  • Under supervision of Communications Officer engages directly with government officials and civil society representatives as appropriate for implementation communications plan;
  • Assists in development of internal communications and external media relations, establishes and maintains contacts with the press centers of the governmental and non-governmental stakeholders;
  • Assists in management of message development, media relations and maximizes media opportunities;
  • Builds and sustains a project’s image and reputation for quality and reliability, ensures public views a project favourably.
  • Writes and updates content and PR materials on website, Facebook, Twitter, YouTube.

Required qualificationsRequired qualifications

  • University (Ms) degree, preferably in social sciences, journalism or law;
  • Cultural sensitivity and diplomacy;

  • Familiarity with Ukrainian society, institutions, agencies;

Since the beginning of the conflict in the East of Ukraine R2P has been monitoring the protection situation of IDPs, providing legal assistance and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhzhya regions.

PROJECT OVERVIEWPROJECT OVERVIEW

The Toretsk- Horlivka-Yenakievo coal mining network is one of the largest coal mining agglomerations in Eastern Ukraine and includes over 30 mines. With the energy sector reform started in the early 2000s, the long-lasting coal mine closure and conservation processes have begun and as of 2021 only three mines near the Toretsk area are operating officially. Up to 30 spoil tips of coal mines are located in less than 500m distance of resident areas and infrastructure facilities of Toretsk area, where the land subsidence risk is high, causing infrastructure damages overall and to the water supply system in particular.

Monitoring is the basis for understanding the state of the environment and planning of measures to prevent natural and anthropogenic environmental disasters. Due to the conflict, the monitoring system covering the regional mine network is no longer operational. The lack of exchange of information between the two sides of the LOC on the issue further limits risk oversight and management, exposing settlements and populations on both sides of the LoC to a significant risk of disaster.

The project will aim to reduce the vulnerability of conflict-affected populations in Donetsk and Luhansk oblasts to the risks posed by flooded mines across both sides of the LOC. Through field research, engagement of local authorities, and a dialogue series between environmental experts, the project aims to generate evidence on these risks as well as actionable recommendations.

The Project Manager will report to the R2P Deputy Director.

Project Management

  • Organize, manage and carry out the day to day implementation of the project by contributing to the effective and timely design, planning, monitoring and evaluation process;
  • Take the lead in coordinating the planning and implementation of the project activities in conjunction with the dialogue facilitators, partners, and other organizations and individual experts;
  • Manage the expert’s activities, including coordination, planning, mentoring the operations, and reporting;
  • Manage the assigned team, ensure all project related activities comply with the project relevant donor’s and organization’s policies and regulations;
  • Preparation and coordination of various project reports, including narrative, statistical, analytical and financial information related to the research activities;
  • Collaborate with R2P other Coordinators, and Finance-Admin department to ensure that the project achieves expected results;
  • Troubleshoot project problems. Identify and implement creative solutions;
  • Participate in fundraising activities and ensure the sustainability of project results.

Budgeting and finance management

  • Manage the project’s budget and oversee related procurement in compliance with donor and R2P guidelines, with support from R2P Head of Finance and Administration.

Coordination and Representation

  • Represent the project at all relevant coordination fora with partner organizations as well as duty bearers;
  • Keep regular communication, information exchange and ensure coordination with project partners;
  • Ensure regular mapping of local stakeholders and services available in the targeted area.

Advocacy

  • Identify, prioritize areas and content for advocacy activities within the project;
  • Plan, implement, and follow-up on advocacy activities within the project.

Reporting & Accountability

  • Produce high quality and timely reports for R2P and donors within agreed deadlines;
  • Comply with all relevant R2P policies.

  • Master’s degree or equivalent in ecology/environmental studies, law, development studies or other relevant area;

Right to Protection (R2P) is a Ukrainian not-for profit organization. R2P is dedicated to protecting refugees who find themselves in Ukraine due to dire circumstances. R2P ensures the protection and human rights of other vulnerable migrants – the conflict affected, the internally displaced (IDPs), the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. R2P has approximately 150 staff members working across Ukraine.

R2P takes part in a project on “Increasing resilience to disaster risk in eastern Ukraine” implemented by a Consortium led by ACTED with participation of IMPACT Initiatives and the Red Cross Movement (through the Danish Red Cross) and funded by the Government of the United Kingdom of Great Britain and Northern Ireland acting through the Foreign, Commonwealth & Development Office (“FCDO”).

This project will seek to improve understanding, preparedness, and resilience to disaster risk in conflict-affected eastern Ukraine. While humanitarian interventions have sought to alleviate humanitarian hardship, and development programs seek to achieve structural change, the international community and authorities have not focused on the growing threat of natural and industrial hazards that are exacerbated by the ongoing conflict in Eastern Conflict Area (ECA), Ukraine. To address this gap, in 2019, with the support of EU/ECHO and USAID/BHA, ACTED established the 3P Consortium along with its partners IMPACT Initiatives, Danish and Ukrainian Red Cross Societies, and Right to Protection. In line with the Sendai framework, taking a governance approach, the Consortium seeks to reduce disaster risk and vulnerability through actions at national (coordination, policy/legislation change…), regional/district (risk assessment, preparedness and mitigation planning and investments), and local/community level (support to first responders and household level preparedness). Two years into a five year plan, the work undertaken by the 3P Consortium with international actors, national and local authorities has led to greater awareness of and improved preparedness to these hazards, however, much remains to be addressed. Under this project, the 3P Consortium proposes to implement a project that extends the geographical reach of the 3P Consortium into the Azov Sea Area (ASA) and addresses longer-term stabilization issues, in line with CSSF’s broader goals.

Analytical Assistant will be directly supervised by the Project Manager with a close interaction with other project staff as well as local R2P teams in regions.

Description of the ResearchDescription of the Research

To explore and analyse the scenarios for just transition and closedown of mines in eastern Ukraine.

ObjectivesObjectives

  • to conduct thorough analysis and assessment of negative consequences of coal mines’ restructuring for the public health, environment and social infrastructure in targeted communities in Donetsk and Lugansk oblasts, as well as regarding opportunities/limitations (social/economic/technical/organizational etc.) for its improvement;
  • to support project team in elaboration of legal/regulatory tools aiming at improvement of relevant legal/regulatory framework.

ScopeScope

Analytical Assistant will be working closely with Technical Consultant on decarbonisation and will be responsible for assistance in conduction of both desk and field research components.

a) Desk Researcha) Desk Research

Technical Consultant(s) will be responsible for:

  • to give detailed description of key scenarios for just transition and closedown of mines in eastern Ukraine, as well as to make assessments and forecasts regarding each scenario;
  • to identify and give detailed description of the main risks for each scenario (environmental/industrial/social) related to closedown of coal mines in Donetsk and Lugansk oblasts;
  • to develop possible solutions regarding risk mitigation during mines’ closedown, as well as to elaborate and present recommendations for public authorities at all levels. These solutions should take into account an impact decarbonization will have on existing industrial framework and critical infrastructure, e.g. coal mines, large industrial facilities (e.g. factories and plants), WASH Facilities (filtration stations, pumping points, pipelines) etc.;
  • to elaborate (jointly with analytical project staff) relevant changes/amendments to strategic/legal documents aiming at improvement of environmental situation and mitigation of risks related to mine closure in the east (as well as throughout the country, where relevant);
  • to provide technical advice to the project staff on various issues related to:
  1. identification and assessment of existing gaps in legal/regulatory/strategic framework pertaining to just transition and decarbonisation;
  2. legal analysis/development of solutions for improvement of legal/regulatory/strategic framework pertaining to just transition and decarbonisation;
  3. drafting of legal/regulatory/strategic documents pertaining to just transition and decarbonisation.

b) Field research componentb) Field research component

Complementary to the desk research, technical consultants will undertake a minimum of 5 field consultations with coal mine management, leadership of hromadas, and public authorities at the national level (e.g. Ministry of Energy, Ministry of Environment) in order to engage stakeholders in the study and results as much as possible. The purpose of these meetings will be to collect data, discuss available information, relevant problems and possible solutions, which would feed in the final report. These meetings should be organised by consultants; participation of relevant R2P staff in these meetings should also be ensured. Consultants should be ready to travel in the field (travel expenses will be covered by program costs).

DeliverablesDeliverables

  1. Analytical Report (approx. 50-60 pages, but without strict limitations) related to the scenarios for just transition and closedown of mines in Eastern Ukraine, along with relevant recommendations and solutions (as an Annex to the Report) for improvement of relevant legal/regulatory/strategic framework related to decarbonization. This Deliverable should be submitted to R2P no later than 180 days after the contract with Consultant is signed, or not later than the 1st of February 2022, whichever comes earlier;
  2. Minutes of Meeting from field meetings (at least 5) at all levels conducted within the context of field research. This Deliverable should be submitted to R2P no later than 180 days after the contract with Consultant is signed, or not later than the 1st of February 2022, whichever comes earlier;
  3. PPT Presentation indicating Key Findings and Results. This Deliverable should be submitted to R2P no later than 195 days after the contract with Consultant is signed, or not later than the 1st of February 2022, whichever comes earlier;
  4. Results of the desk and field research will have to be presented by the consultants at least on the one event (Conference) to be organized by R2P/3P Consortium. This Deliverable (presentation at the event) must be delivered dependently on the date of the event (to be further identified), but in any case within the final stage of the project.

  • Establishing and maintaining contacts with the relevant stakeholders (Ukrainian government, regional, raion and local authorities, NGOs etc.) and other parties as may be required for increasing effectiveness of the research, as well as with Consortium partners;
  • Organisation of and participation in meetings with relevant stakeholders at all levels;
  • Preparation and coordination of various reports related to the research (including narrative, statistical, analytical and financial information related to the research activities), as well as relevant supporting documentation (Research Work Plan, Timelines etc.);
  • Assure the timely, accurate, and full submission of reporting to the donor in coordination with Project Manager.

Required qualificationsRequired qualifications

  • Master degree (PhD (“kandidat nauk”) would be an asset) in ecology/environmental studies preferably with a focus on decarbonisation;
  • Proven experience in performing of desk/field researches on similar topics, as well as capacity to produce quality knowledge products, including monitoring and analytical papers (previously published scientific articles/analytical papers submitted for assessment will be considered as strong asset if available), to review different types of documents etc.
  • Minimum 2 years of work/research experience in the field of ecology/decarbonisation;
  • Proven knowledge of different research methodologies and tools in a related field;
  • Excellent analytical, drafting and presentation skills, as well as attention to detail;
  • Participation in related conferences on environmental issues as a strong asset;
  • Additional education and certificates are strongly recommended to be mentioned;
  • Excellent ability to communicate effectively in English, Russian, and Ukrainian, both verbally and in writing.

No trips to NGCA are envisaged to complete this assignment.

  • Oversight in establishing and maintaining contacts with the relevant branches and agencies of the Ukrainian government, regional, raion and local authorities, NGOs, and other parties as may be required for increasing effectiveness of the project;

Desk/field research on public health impact of environmental/industrial hazards in eastern Ukraine – completion date: Desk/field research on public health impact of environmental/industrial hazards in eastern Ukraine – completion date:

R2P will produce a written report analyzing a series of regulatory documents, reports, and available statistical data on the state of the environment in project areas, taking into consideration recent available data on the health status of the population in those locations. R2P will collect data from open sources and through inquiry to relevant health departments in the field and Ministries. To support this, R2P will hire technical consultants on public health (or involve technical consultants on public health to be hired under ECHO funded part of the Project). These public health experts will be specialized in medical research with specific focus on medical ecology/medical statistics; their study will be supported by technical expertise on environmental issues to be delivered by technical consultancy on ecological aspects of decarbonization.

The results of the study will support improved understanding of the impact caused by environmental/industrial risks (including cascading risks caused/exacerbated by the conflict) on the public health in targeted areas. Based on the results of the study and in collaboration with 3P partners, R2P will develop comprehensive recommendations for further advocation at national level to mitigate the negative impact of risks on the health of the population. This study will also link content-wise with technical research on the Global Health Security Index (planned under ECHO funding of 3P programming) and technical desk research on the ecological aspects of decarbonization.

R2P will conduct a study focused on risks associated with uncontrolled flooding of mines and related environmental, social, and economic consequences. R2P will engage national technical experts with solid experience in environmental/industrial risks to conduct the research and develop efficient mechanisms for just transition and closedown of mines. Complementary to this, R2P will undertake a minimum of 5 field consultations with coal mine management, leadership of hromadas, and public authorities at the national level (e.g. Ministry of Energy, Ministry of Environment) in order to engage stakeholders in the study and results as much as possible.

R2P will compile recommendations developed as a result of the study for authorities at all levels, identifying possible solutions to minimize the negative consequences of restructuring for the public health, environment and social infrastructure in targeted communities. As part of this, special attention will be paid to the development of mechanisms for safe restructuring of coal industry facilities and opportunities for transition to alternative energy sources. These just transitions models will be elaborated for the communities extremely dependent on coal mines at risk (e.g. coal monocities and settlements). Following the study completion, R2P will present the outcomes of the study (incl. recommendations for the key Ministries) at public events engaging representatives of key stakeholders involved.

Azov is a vast region in southeastern Ukraine covering the South Donetsk and Zaporizhzhia Oblasts, with an extensive coastline facing out to the Sea of Azov. Today the region faces many difficulties. The economic relations have been significantly affected by military conflict, and face an ongoing recovery from its most widespread impacts, which are: loss of regional and international markets, damage to the transportation sector (including the sea port of Mariupol), ruined infrastructure, and disruption of professional networks and supply chains. At the same time the region is facing high unemployment rates due to increased risk of national and international labor migration, aging, and depopulation trends.

The purpose of this project is to increase economic inclusion of vulnerable population in Tokmak, Melitopol, Berdiansk, Mangush, Primorsk, and the city of Mariupol. Within the project, R2P aims to boost income-generating activities by training and simplifying access to employment for vulnerable persons, including but not limited to IDPs, single/multi-child parents, persons with disabilities, over-50s, and women. This programme targets beneficiaries in situations of hardship planning their career, as well as those who wish to be employed/become self-employed rather than develop their own businesses.

  • Keep regular communication, information exchange and ensure coordination with project partners.

Reporting & Accountability

  • Produce high quality and timely reports for R2P and donors within agreed deadlines;
  • Comply with all relevant R2P policies and procedures, particularly with respect to procurement, accountability to affected populations, and the code of conduct.

  • Take on responsibility for the development, adoption and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in R2P’s programmes: monitoring progress against targets through logframes, developing performance tracking tools, implementing evaluation action plans and assisting in incorporating lessons learnt into projects.
  • Ensure that operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects.
  • Build capacity of organization’s staff to plan and conduct quality monitoring of programme activities, measured against international standards and using participatory, inclusive and vulnerability-sensitive methodologies.
  • Develop methodologies and provide technical support and lead as required in all other aspects of MEAL at the field level, for example: surveys, assessments, mapping exercises, data management, baselines, evaluations, joint projects reviews / lessons learning workshops/events.
  • Assist project managers in reviewing project progress to support the projects’ implementation and planning.
  • Act as a technical lead in the projects’ development providing results, indicators and baseline data for logframes, creating M&E plans and indicators tracking tools;
  • Conduct field monitoring and evaluation to ensure quality project activities and develop propositions for improvement.
  • Undertake additional work, special tasks and research upon request of the Deputy Director.

Reporting & Accountability

  • Produce high quality and timely reports in line with the R2P guidelines and donors’ requirements within agreed deadlines;

Azov is a vast region in southeastern Ukraine covering the South Donetsk and Zaporizhzhia Oblasts, with an extensive coastline facing out to the Sea of Azov. Today the region faces many difficulties. The economic relations have been significantly affected by military conflict, and face an ongoing recovery from its most widespread impacts, which are: loss of regional and international markets, damage to the transportation sector (including the seaport of Mariupol), ruined infrastructure, and disruption of professional networks and supply chains. At the same time, the region is facing high unemployment rates due to increased risk of national and international labor migration, aging, and depopulation trends.

The purpose of this project is to increase economic inclusion of vulnerable population in Tokmak, Melitopol, Berdiansk, Mangush, Primorsk, and the city of Mariupol. Within the project, R2P aims to boost income-generating activities by training and simplifying access to employment for vulnerable persons, including but not limited to IDPs, single/multi-child parents, persons with disabilities, over-50s, and women. This programme targets beneficiaries in situations of hardship planning their career, as well as those who wish to be employed/become self-employed rather than develop their own businesses.

Project: Advocacy, Protection and Legal Assistance to Internally Displaced and Conflict-Affected Populations

In the mid 2020 Ukraine has finalized the process of administrative restructuring now encompassing 1469 territorial communities, 119 raions within 24 oblasts. Donetsk oblast (GCA, NGCA) encloses 46 territorial communities, 8 raions. Luhansk oblast (GCA, NGCA) has 28 territorial communities, 4 raions.

In conflict-affected areas along the ‘line of contact’ the decentralization has passed with significant dissimilarity. The technical capacity of territorial communities in Donetsk and Luhansk oblasts is less sufficient for sustained performance, economic and social development.

The project is a part of the R2P’s Advocacy, Protection and Legal Assistance to Internally Displaced and Conflict-Affected Populations implemented in Donetsk, Luhansk, Kharkiv, Dnipropetrovsk, and Zaporizhia Oblasts with financial assistance from UNHCR.

The objective of this particular component is to ensure that selected Amalgamated Territorial Communities (ATCs)/Civil Military Administrations (CMAs) along the Contact Line take the necessary steps to ensure that essential administrative and social services can become functional and accessible for IDPs and residents from Non_Governmental Controlled Territories as soon as possible. This will facilitate responsible disengagement of humanitarian actors from the direct provision of these services.
