The Right to Protection, CF (R2P) is a charitable organization that strives for Ukraine to become a country where refugees, stateless, non-citizens, and displaced persons get dignity and protection.

Since the beginning of the conflict in the East of Ukraine R2P has been monitoring the protection situation of IDPs, providing legal assistance, and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhzhya regions.

The project objective is to facilitate successful integration of IDPs in their present communities prompting peace, two-way communication, mutual understanding and harmony at the local level. The project goal is to engage community members (IDPs and non-IDPs) in a process to enhance awareness-raising, sensitization, and collaborative problem solving in order to address specific issues of concern related to IDPs integration via conducting community dialogues and establishing the IDPs Advisory Council.

POSITION’S OVERALL OBJECTIVESPOSITION’S OVERALL OBJECTIVES

The Finance, Procurement, and Administration Assistant will provide the Project team with appropriate finance, procurement, and administrative support to effectively implement project activities, as outlined below. The Finance and Administration Assistant reports to the Head of Finance/Admin (HoFA) and works closely with the fin/admin team and project staff.

  • Prepare financial reporting while ensuring compliance with R2P and donor regulations;
  • Keep financial records and perform duly financial procedures (e.g. prepare and circulate Payment Approval Vouchers etc);
  • Ensure the accuracy and completeness of all supporting documentation and compliance with finance and procurement regulations;
  • Verify all requests against project budget, entry expenditures into transactions list;
  • Translate to English all documents which supplement financial reports (contract, invoices, acceptance certificated, receipt notes, etc);
  • Prepare double language (UA – ENG) contracts, acts, invoices;
  • Facilitate arrangement of events and arrange business trips of personnel;
  • Participate in market research and surveys of local market for procurement of goods/services;
  • Organize, trace, document local procurement actions including preparation of RFQs, ITBs or RFPs documents, process received quotations, bids or proposals;
  • Evaluate bids, prepare bid comparison and draft bid summary, award of contracts; review of procurement orders, monitor the signature with proper signing authority;
  • Perform the identification, review, qualification and registration of suppliers;
  • Verify suppliers against sanction lists (EU, US) and collect records to prove verifications made;
  • Provide assistance to project team on procurement related activities;
  • Any other responsibility deemed necessary or as delegated by the supervisor in order to meet the level of service requires by the Organisation and/or donor;
  • Understand and ensure the observance of the R2P Code of Conduct.

REQUIRED QUALIFICATIONSREQUIRED QUALIFICATIONS

  • Graduate degree in Accounting/Finance and a minimum of one year of relevant work experience, preferably in the NGO sector (candidates who worked with GIZ funding are very welcome);
  • Experience providing financial, admin, procurement support with international organizations;
  • Honest and trustworthy, reliable, rigorous and well organized;
  • Able and willing to learn to extend his/her scope of work;
  • Able to manage priorities, take initiatives and work without constant supervision;

R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. R2P has approximately 150 staff members working across Ukraine.

R2P is undertaking a project on “Strengthening disaster risk mitigation in conflict affected areas of Ukraine”, to be implemented by a Consortium led by ACTED and including IMPACT Initiatives.

The project will aim to reduce the vulnerability of conflict-affected populations in Donetsk and Luhansk oblasts to the risks posed by flooded mines across both sides of the LOC. ACTED, IMPACT, and R2P will seek to understand the impact of the mines on the surrounding area, specifically hazards such as land subsidence, water pollution, and agricultural contamination. Through field research, engagement of local authorities and a cross-LoC dialogue series between environmental experts, the project aims to generate evidence on these risks as well as actionable recommendations. As a result of partner activities, local actors (notably authorities, CSOs, citizens) will have a greater understanding of environmental threats from flooded mines across the LOC that may impact their communities, and have practical recommendations to best report and address them.

The Advocacy Manager will be the person responsible for developing the Advocacy plan and targets under this project, aiming to achieve the project’s goals. He or she will report to Project Manager and work closely with Advocacy Analyst (who will work on the advocacy component as well), R2P’s Project Manager assistant (who will be responsible for the  field trip component).

Key Duties & ResponsibilitiesKey Duties & Responsibilities

  • Advocacy manager will help the project manager take the lead in coordinating the planning and implementation of project’s activity;
  • Developing the advocacy plan, identify and implement most appropriate advocacy activities in close consultations with the Advocacy Analyst and Project manager;
  • Supporting Advocacy Analyst, Soil analysis Expert and partners in preparing of compile an overview report to identify the negative impacts on the environment, economy, community assets, and the population, covering the issues of pollution of agricultural lands and produce, contamination of water sources, as well as the risks to infrastructure (taking into consideration the flow of wastewater streams). 
  • Organizing meetings at national and oblast level focused on the uncontrolled flooding of coal mines in the Donbass, which implies trips to the GCA areas of Eastern Ukraine. 
  • Oversight in establishing and maintaining contacts with the relevant branches and agencies of the Ukrainian government, NGOs and other parties as may be required for increasing effectiveness of the project. Ensure regular mapping of local stakeholders and services available in the targeted area
  • Present the recommendations and key findings of the research and project activities to the relevant state agencies with the aim that this would be used during the formation of strategies and programs within the national policy cycle and the relevant prevention measures would be taken by authorities
  • Coordinate with the facilitators to contribute R2P expertise to define the topics of the dialogue and the dialogue outputs.
  • Keep regular communication, information exchange and ensure coordination with project partners.
  • Coordinate project social media campaign.
  • Preparation and coordination of various reports, including statistical and analytical; 
  • Assure the timely, accurate, and full submission of reporting;
  • Participation in meetings and conferences on behalf of the consortium as well as R2P.

He or she will report to the Project Manager and work closely with R2P’s Advocacy Manager (who will work on the advocacy component), R2P’s Project Manager assistant.

PurposePurpose

Develop a concept and specification for soil analysis, coordinate soil sampling process in accordance with the project’s description and in cooperation with project partners, analyze the results of soil sampling, present the results at the regional and national roundtable and enter them into the final project report.

  • To work out the concept and specification of agricultural soil testing and analysis aiming to underline the environmental risks in Eastern Ukraine;
  • To collect the results of soil sample testing of presumed contaminated farmlands made by laboratories, identify possible impacts of the ecological damages in Eastern Ukraine on the livelihoods of the local population and prepare a report in close cooperation with Advocacy analyst, Advocacy manager;
  • To interact with the expert dialogue group regarding the research of agricultural lands;
  • To present the results of the research at the regional and national roundtable.

Required qualificationsRequired qualifications

● Master degree or equivalent (PhD (“kandidat nauk”) would be an asset, in environmental studies; 

● Minimum 7 years of work experience in the field of environmental studies/management;

● Excellent analytical, writing, and presentation skills, as well as attention to detail;

● Participation in related conferences, fora is a strong asset;

● Experience in drafting reports;

● Additional education and certificates are strongly recommended to be mentioned.

R2P takes part in a project ”Reducing Disaster Risk Vulnerability in Eastern Ukraine – Phase II” implemented by a Consortium led by ACTED with participation of IMPACT Initiatives and the Red Cross Movement (through the Danish Red Cross) and funded by the European Commission’s DG-ECHO, USAID’s Bureau for Humanitarian Assistance (BHA), FCDO, as well as by other donors.

This Project aims to reduce vulnerability to industrial/ecological risks (including exacerbated by the conflict) and enhance health response capacity in conflict-affected Eastern Ukraine. More specifically, the Project seeks to improve understanding of and promote measures towards increasing preparedness for industrial/ecological risks through area-based local planning and capacity-enhancing support on risk management through a range of activities, including the following (this list is not exhausted):

a) desk/field research of the strategic framework and documents available at national, regional and local levels to support hromadas along the contact line in taking on new responsibilities, incl. in disaster risk management (DRM), under decentralization reform;

b) development of recommendations for legislative/policy amendments (targeting national/regional authorities; international actors);

c) advocacy for the implementation of existing norms/laws and priorities and investments identified in local plans;

d) increased community and household awareness of risks and basic preparedness measures, etc.

R2P will lead two activities’ clusters: 1) analytical component (desk/field researches of legal and policy framework in the field of DRR), and 2) advocacy component (promotion of recommendations on improvement of legal and policy framework).

The Project will be implemented in the territories of Donetsk Oblast (Bakhmutsky, Pokrovsky, Volnovasky raions) and Luhansk Oblast (Sievierodetsky and Shchastinsky raions).

Overall Activity DescriptionOverall Activity Description

Conduction of desk/field study of strategic documents at national, regional and local levels against DRR aspects in the context of decentralization.

Legal Analyst will conduct a study/audit of the strategic framework and documents available at national, regional and local levels (incl. regulations, strategies, programs, action plans etc.) to support frontline hromadas in taking on new responsibilities, incl. in Disaster Risk Management, under decentralization reform.

Ukrainian authorities at all levels (especially at sub-national) face the necessity to change strategic documents permanently (or develop them anew) due to the ongoing decentralization process. The changing of raions’ borders and management, amalgamation of hromadas, and disestablishment of local councils (e.g. «mergers and acquisitions» in the local self-governance sector) result in a total restructuring of the Disaster Risk Reduction planning framework, and often the need to create such a framework from scratch. Therefore such a survey is required to serve as a DRR “quality check” review for this process. In addition, despite the fact that decentralization reform has been implemented in Ukraine since 2014, it is not the case for Donbass – due to the conflict, eastern Ukraine has been away from decentralization process for years. Now the situation is changing, and these changes affect the two eastern oblasts. As such, the timing is advantageous to integrate a risk-oriented approach into the DRR planning framework in Eastern Ukraine at regional and sub-regional level. R2P’s research will support hromadas along the contact line in the context of their new disaster risk management and response powers/obligations, resulting in better understanding of hromada responsibilities that will enable them to manage risks and thus reduce the humanitarian impact.

Research Methodology

The research methodology should be developed based on Sendai Framework priorities and will take into consideration the outcomes of the current 3P ECHO award. Special attention will be paid to linkages between different sectoral documents, as well as application of risk-oriented approach at all levels. Findings of the study will be shared to Consortium partners and members during the Multi-stakeholder DDR Platform meetings and will be linked to the activities implemented by ACTED and Red Cross (i.e. community-based DRM methodologies) whenever possible throughout the project implementation. Recommendations on how to improve programs and strategies for different sectors (specifically targeting the healthcare sector) should be elaborated. Proposals and suggestions regarding operationalization of action plans for these strategies and programs will be developed to ensure they both reflect and use DRR language/methodologies. During the studies, and to support local community resilience, attention may also be paid to inclusion of Family Emergency Plans (developed by Red Cross) into school programs and curricula and recommendations for local/raion authorities on the procedure of such inclusion may be elaborated (e.g. how this innovation might be formalised and implemented in educational process at schools). Similar recommendations might also be developed on the inclusion of Community Emergency Plans’ methodologies (developed by Red Cross) into Civil Protection strategic framework at raion/ local level.

Expected OutcomesExpected Outcomes

Within the context of the desk research Legal Analyst will produce a written report that aims to shed light on the strategic framework and documents available at national, regional and local levels (incl. regulations, strategies, programs, action plans etc.). The report will be complemented by a set of relevant recommendations as indicated in Overall Activity Description above. It is expected that the content of the Report will be in line with other products to be developed by R2P/other 3P Consortium partners under this Project.

Besides, during the research Legal Analyst will be also responsible (in parallel to desk research) for organisation and conduction of the field research component, e.g. a series of meetings with public authorities at all levels, NGOs/INGOs etc. This component will be managed by Project Manager and supported by Project Advocacy Coordinator, Analytical Assistant and Field Officer.

Finally, it is expected that Legal Analyst will present the results of desk and field research at the events (Conferences/workshops etc.) to be organized by R2P and/or 3P Consortium partners.

Reporting LineReporting Line

The Legal Analyst as a member of the Project Team will be reported to the Project Manager and work in close cooperation with the R2P Advocacy Unit, as well as with R2P’s Field Officer.

  • Work autonomously within the scope of advocacy efforts identified by the Project Manager and the R2P Advocacy Coordinator.
  • Produce high quality and timely reports in line with donors’ guidelines within agreed deadlines.
  • Analyse policies, national laws and sub-laws (resolutions, orders, instructions), strategic documents (Strategies, Programs, Action Plans etc.), their synergies/overlaping with each other, and their consistency with international standards (incl. the Sendai Framework).
  • Liaise with the government authorities and Consortium partners.
  • Organize meetings with the main actors at the local, national and international levels.
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.
  • Establish and maintain cooperation with the key duty bearers.
  • Comply with all relevant R2P policies and procedures, particularly with respect to the Code of Conduct.

R2P ensures the protection and human rights of other vulnerable migrants – the conflict affected, the internally displaced (IDPs), the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. R2P has approximately 150 staff members working across Ukraine.

R2P takes part in a project ”Reducing Disaster Risk Vulnerability in Eastern Ukraine – Phase II” implemented by a Consortium led by ACTED with participation of IMPACT Initiatives and the Red Cross Movement (through the Danish Red Cross) and funded by the European Commission’s DG-ECHO, USAID’s Bureau for Humanitarian Assistance (BHA), FCDO, as well as by other donors.

This Project aims to reduce vulnerability to industrial/ecological risks (including exacerbated by the conflict) and enhance health response capacity in conflict-affected Eastern Ukraine. More specifically, the Project seeks to improve understanding of and promote measures towards increasing preparedness for industrial/ecological risks through area-based local planning and capacity-enhancing support on risk management through a range of activities, including the following (this list is not exhausted):

a) desk/field research of the strategic framework and documents available at national, regional and local levels to support hromadas along the contact line in taking on new responsibilities, incl. in disaster risk management (DRM), under decentralization reform;

b) development of recommendations for legislative/policy amendments (targeting national/regional authorities; international actors);

c) advocacy for the implementation of existing norms/laws and priorities and investments identified in local plans;

d) increased community and household awareness of risks and basic preparedness measures, etc.

R2P will lead two activities’ clusters: 1) analytical component (desk/field researches of legal and policy framework in the field of DRR), and 2) advocacy component (promotion of recommendations on improvement of legal and policy framework).

The Project will be implemented in the territories of Donetsk Oblast (Bakhmutsky, Pokrovsky, Volnovasky raions) and Luhansk Oblast (Sievierodetsky and Shchastinsky raions).

Overall Activity DescriptionOverall Activity Description

Conduction of desk/field study of strategic documents at national, regional and local levels against DRR aspects in the context of decentralization.

Analytical Assistant will support Legal Analyst in implementation of a study/audit focused on the strategic framework and documents available at national, regional and local levels (incl. regulations, strategies, programs, action plans etc.) to support frontline hromadas in taking on new responsibilities, incl. in Disaster Risk Management, under decentralization reform.

Ukrainian authorities at all levels (especially at sub-national) face the necessity to change strategic documents permanently (or develop them anew) due to the ongoing decentralization process. The changing of raions’ borders and management, amalgamation of hromadas, and disestablishment of local councils (e.g. «mergers and acquisitions» in the local self-governance sector) result in a total restructuring of the Disaster Risk Reduction planning framework, and often the need to create such a framework from scratch. Therefore, such a survey is required to serve as a DRR “quality check” review for this process. In addition, despite the fact that decentralization reform has been implemented in Ukraine since 2014, it is not the case for Donbass – due to the conflict, eastern Ukraine has been away from decentralization process for years. Now the situation is changing, and these changes affect the two eastern oblasts. As such, the timing is advantageous to integrate a risk-oriented approach into the DRR planning framework in Eastern Ukraine at regional and sub-regional level. R2P’s research will support hromadas along the contact line in the context of their new disaster risk management and response powers/obligations, resulting in better understanding of hromada responsibilities that will enable them to manage risks and thus reduce the humanitarian impact.

Research Methodology

The research methodology should be developed based on Sendai Framework priorities and will take into consideration the outcomes of the current 3P ECHO award. Special attention will be paid to linkages between different sectoral documents, as well as application of risk-oriented approach at all levels. Findings of the study will be shared to Consortium partners and members during the Multi-stakeholder DDR Platform meetings and will be linked to the activities implemented by ACTED and Red Cross (i.e. community-based DRM methodologies) whenever possible throughout the project implementation. Recommendations on how to improve programs and strategies for different sectors (specifically targeting the healthcare sector) should be elaborated. Proposals and suggestions regarding operationalization of action plans for these strategies and programs will be developed to ensure they both reflect and use DRR language/methodologies. During the studies, and to support local community resilience, attention may also be paid to inclusion of Family Emergency Plans (developed by Red Cross) into school programs and curricula and recommendations for local/raion authorities on the procedure of such inclusion may be elaborated (e.g. how this innovation might be formalised and implemented in educational process at schools). Similar recommendations might also be developed on the inclusion of Community Emergency Plans’ methodologies (developed by Red Cross) into Civil Protection strategic framework at raion/ local level.

The Analytical Assistant as a member of the Project Team will be reported to the Project Manager and work in close cooperation with Legal Analyst and other project analytical staff, as well as with R2P Advocacy Unit.

  • Provide Legal Analyst, as well as other project analytical staff with competent, professional and timely support in all analytical activities implemented within the framework of this project;
  • Ensures proper coordination and linkage between different analytical research components implemented within the framework of the Project;
  • Work autonomously within the scope of analytical and advocacy efforts identified by the Project Manager and the R2P Advocacy Coordinator;
  • Produce high quality documents (concept notes, reports etc.) in line with donors’ guidelines within agreed deadlines;
  • Analyse policies, national laws and sub-laws (resolutions, orders, instructions, etc.), strategic documents (Strategies, Programs, Action Plans etc.), their synergies/overlaping with each other, and their consistency with international standards (incl. the Sendai Framework);
  • Support project staff as a liaison focal point with the government authorities and Consortium partners;
  • Support in organization of meetings with the main actors at the local, national and international levels;
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers;
  • Establish and maintain cooperation with the key duty bearers;
