  • Take on responsibility for the development, adoption and implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in R2P’s programmes according to the organizational strategy.
  • Monitoring progress towards strategic objectives through a logical framework, tracking indicators, implementing assessment action plans, and helping to translate lessons learned into projects.
  • Build capacity of the organization’s staff to plan and conduct a quality monitoring of programme activities, measured against international standards and using participatory, inclusive and vulnerability-sensitive methodologies.
  • Develop methodologies and provide technical support and lead as required in all other aspects of the MEAL at the field level, for example: surveys, assessments, mapping exercises, data management, baselines, evaluations, joint projects reviews / lessons learning workshops/events.
  • Assist project managers in reviewing project progress to support the projects’ implementation and planning.
  • Act as a technical lead in the projects’ development providing results, indicators and baseline data for logframes, creating M&E plans and indicators tracking tools;
  • Ensure that operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects.
  • Conduct field monitoring and evaluation to ensure quality of project activities and develop propositions for improvement.
  • Undertake additional work, special tasks and research upon request of the Deputy Director.

Reporting & Accountability

  • Produce high quality and timely reports in line with the R2P guidelines and donors’ requirements within agreed deadlines;

  • Minimum 2 years of professional experience;
  • Minimum 1 year of progressive professional experience in M&E;

The Programme is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Advocate as a member of the Legal Team will be reported to the Project Manager.

Project Implementation

  • Legal counseling of asylum seekers on the governmental asylum procedure; 
  • Monitoring asylum seekers’ access to the territory of Ukraine through its main international air-gates, e.g. Kyiv-Boryspil and Kyiv-Zhuliany International Airports, as well as the SBGS Temporary Holding Facility (THF) of the SBGS;
  • Monitoring asylum seekers’ rights in the Migration Custody Center (MCC) in Chernihiv region, Temporary holding facilities; 
  • Conducting interviews with the beneficiaries and legal matters related to the Migration Service and courts’ issues;
  • Intervene in incidents of extradition, unlawful detention and police harassment involving asylum seekers and refugees;
  • Providing information about the right to appeal detention and deportation decisions, and negative decisions of migration authority on refugee claims;
  • Assistance asylum seekers in suing their appeals against the court decisions about refugee status, detention and deportation, as well as represent them in the courts (refer asylum appeals to other lawyers within the organization or to partner NGOs for further representation of the asylum seekers in the courts, where necessary);
  • Establishing liaisons with refugee-assisting NGOs and INGOs in Ukraine. Establish and maintain work relations with relevant state authorities;
  • Assistance in organizing training events under the project. Train on the refugee protection and the European and Ukrainian up-to-date legislation state officials including borderguards, migration service officials, judges;
  • Provision/dissemination of the information on asylum procedure at the border check points and detention facilities;
  • Keep abreast of domestic and European developments concerning the refugee-related legislation;
  • Maintaining paper and computer files for cases counseled;
  • Maintaining up-to-date information on country conditions for countries in your area of expertise;
  • Participation in meetings and conferences on behalf of R2P;

Since the beginning of the conflict in the East of Ukraine R2P has been monitoring the protection situation of IDPs, providing legal assistance, and strengthening humanitarian response in Donetsk, Luhansk, Kharkiv, Dnipro, Zaporizhzhya regions. R2P also supports local communities to ensure good access to social and other services required by the affected population in mentioned regions.

PROJECTS OVERVIEWPROJECTS OVERVIEW

The Project Coordinator will have an overall responsibility over the implementation of the EC-funded projects aimed to ensure the rights of IDPs and conflict affected population in the east of Ukraine.

The overall objective of the projects is to ensure sustainable protection of social, economic, and administrative rights across Ukraine, with a particular focus on the conflict affected communities in the East. The specific objective is to increase adaptivity and mobilization of Ukrainian governmental institutions and other duty bearer stakeholders in protection of the rights of socially vulnerable citizens by instrumentalization of innovative approaches, including e-services.

The projects will be implemented with the partner organizations: Norwegian Refugee Council, Stabilisation Support Services, and Ukrainian Helsinki Committee of Human Rights.

GEOGRAPHICAL SCOPE OF INTERVENTIONGEOGRAPHICAL SCOPE OF INTERVENTION

The Project Coordinator is based in Slovyansk (other locations in the East of Ukraine (Mariupol, Severodonetsk, Kharkiv or Dnipro can be considered) with possibilities to travel to the project locations.

Under the direct supervision of the IDP Programme Manager and in close cooperation with R2P Coordinators of Legal Unit, Advocacy Unit, Public Information, Local Team Leaders and others, the Project Coordinator will be responsible for the planning, implementing, monitoring and reporting of the Projects.

Project Management

  • Organize, manage and carry out the day-to-day implementation of the projects by contributing to the effective and timely design, planning, monitoring and evaluation process.

Right to Protection (R2P) is a Ukrainian not-for-profit organization. R2P ensures the protection and human rights of vulnerable migrants – the conflict affected, the internally displaced (IDPs), the refugees, who find themselves in Ukraine due to dire circumstances, the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building.

The project Advocacy, Protection and Legal Assistance to the Internally Displaced Population of Ukraine is aimed to strengthen the protective environment for internally displaced persons and other affected populations (here and after referred to as IDPs) through directly responding to their needs at community and individual levels as well as developing civil society capacities to identify and implement durable, long-term solutions.

The Lawyer on advocacy issues as a member of the Project Team will be reported to the Advocacy Coordinator, and work in close cooperation with the Legal and Protection Coordinators as well as the Project Manager. The position is settled in Kyiv at the R2P Main Office.

Project Implementation

  • Work autonomously within the scope of advocacy efforts identified by the Advocacy Coordinator and Manager in line with the Advocacy Strategy developed by the Advocacy Team; 
  • Lead the advocacy directions assigned, identify and implement most appropriate advocacy activities in close consultations with Advocacy Coordinator and Legal and Protection Coordinators of the IDP-assisting project;
  • Organize and conduct events and meetings with main actors at local, national, and international levels;
  • Communication with local and national media concerning social protection of IDPs and conflict affected population.
  • Identify the legal gaps in Ukrainian legislation concerning social protection of IDPs and conflict affected population, and suggest improvements need to be made in order to ensure that the Government’s legal and policy response to internal displacement in Ukraine is implemented;
  • Consolidate analytical information, draft analytical reports and other materials to present gaps that shall be addressed; 
  • Draft new legislation, including amendments, regulations, and instructions, to address the concerns identified;
  • Liaise with the R2P’s partners to follow-up on the situation for IDPs in Ukraine;
  • Support the activity of the R2P and of the international observers in any other aspect that is required and provide advice to the R2P on any legal issues as required.

Coordination and Representation

  • Ensure effective communication, coordination, and information-sharing with other R2P’s thematic components and key staff;
  • Establish and maintain cooperation with key duty bearers;
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.

Reporting & Accountability

  • Coordinate results of the efforts with the Advocacy Coordinator on a two-weekly basis to ensure the implementation of the Advocacy Strategy and/or to amend the Advocacy Strategy, if necessary;

Right to Protection (R2P) is a Ukrainian not-for-profit organization. R2P ensures the protection and human rights of vulnerable migrants – the conflict affected, the internally displaced (IDPs), the refugees, who find themselves in Ukraine due to dire circumstances, the stateless, the undocumented and those at risk of statelessness. R2P’s key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building.

The project Advocacy, Protection and Legal Assistance to the Internally Displaced Population of Ukraine is aimed to strengthen the protective environment for internally displaced persons and other affected populations (here and after referred to as IDPs) through directly responding to their needs at community and individual levels as well as developing civil society capacities to identify and implement durable, long-term solutions.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Lawyer on advocacy issues as a member of the Project Team will be reported to the Advocacy Coordinator, and work in close cooperation with the Legal and Protection Coordinators as well as the Project Manager. The position is settled in Kyiv at the R2P Main Office.

Project Implementation

  • Work autonomously within the scope of advocacy efforts identified by the Advocacy Coordinator and Manager in line with the Advocacy Strategy developed by the Advocacy Team; 
  • Lead the advocacy directions assigned, identify and implement most appropriate advocacy activities in close consultations with Advocacy Coordinator and Legal and Protection Coordinators of the IDP-assisting project;
  • Organize and conduct events and meetings with main actors at local, national and international levels;
  • Identify the legal gaps in Ukrainian legislation concerning IDPs and conflict affected population, and suggest improvements need to be made in order to ensure that the Government’s legal and policy response to internal displacement in Ukraine is implemented;
  • Consolidate analytical information, draft analytical reports and other materials to present gaps that shall be addressed; 
  • Draft new legislation, including amendments, regulations and instructions, to address the concerns identified;
  • Liaise with the R2P’s partners to follow-up on the situation for IDPs in Ukraine;
  • Support the activity of the R2P and of the international observers in any other aspect that is required and provide advice to the R2P on any legal issues as required.

Coordination and Representation

  • Ensure effective communication, coordination and information-sharing with other R2P’s thematic components and key staff;
  • Establish and maintain cooperation with key duty bearers;
  • Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.

Reporting & Accountability

  • Coordinate results of the efforts with the Advocacy Coordinator on a two-weekly basis to ensure the implementation of the Advocacy Strategy and/or to amend the Advocacy Strategy, if necessary; 
  • Produce high quality and timely reports in line with donors’ guidelines within agreed deadlines;
  • Comply with all relevant R2P policies and procedures, particularly with respect to the code of conduct.

For the new project, we are looking for the Communications Assistant to become a part of our team to share our values and to strengthen R2P potential.

The Project is focused on monitoring, protection counselling, and advocacy facilitating freedom of movement in the government controlled areas along the line of contact and in entry exit checkpoints to non-government controlled areas.

The position is settled in Kyiv at the R2P Head Office.

Duties & ResponsibilitiesDuties & Responsibilities

Within delegated authority, the PI Assistant in coordination with PI Officer will be responsible for the following duties:

  • Сarries out communications activities to promote and share information about the project;
  • Regularly updates project’s information materials including reports, brochures, leaflets, etc;
  • Promotes information about project trainings and workshops as appropriate;
  • Drafts communication messages for legislative and policy changes developed by R2P in the relation to the protection of IDPs;
  • Supports project’s communications and public information plan;
  • Produce public relations materials, edits reports, and assist with planning, publicizing, and carrying out special events;
  • Under supervision of PI Officer engages directly with government officials and civil society representatives as appropriate for implementation communications plan;
  • Assists in development of internal communications and external media relations, establishes and maintains contacts with the press centers of the governmental and non-governmental stakeholders;
  • Assists in management of message development, media relations and maximizes media opportunities;
  • Builds and sustains a project’s image and reputation for quality and reliability, ensures public views a project favourably.
  • Writes and updates content and PR materials on website, Facebook, Twitter, YouTube.

Required qualificationsRequired qualifications

  • University (Ms) degree, preferably in social sciences, journalism or law;
  • Cultural sensitivity and diplomacy;
  • Time management and communication skills;
  • Familiarity with Ukrainian society, institutions, agencies;
  • Knowledge of PR in social networks;
  • Reasonable familiarity with humanitarian themes such as displacement, education, shelter, food security and nutrition, health, livelihoods, protection, water, sanitation, and hygiene;
