Today we present The report ‘Crossing the line of contact’ covering October 2019, prepared by CF “Right to Protection (R2P). It is based on information collected in October during 49 visits to 5 entry-exit checkpoints (EECPs). More statistical data can be found on the Eastern Ukraine Checkpoint Monitoring Online Dashboard.

  • The movement across the contact line at Stanytsia Luhanska EECP was suspended on October 11 around 12:00 due to a bomb threat call. Police and SES staff immediately evacuated civilians from the EECP, its service zones and the objects listed in the call. No explosive objects were found in the thorough inspection. The EECP resumed operation after 15:00.
  • On October 28 the CMU Resolution №815 was postponed for 30 days due to the concerns it raised among civilians and humanitarian actors. According to the Resolution, children under the age of 14 would have international passports to cross the contact line. 
  • Individuals applying to the CG representative at Marinka EECP complained that they applied for a permit in early summer, however their permits cannot be found in SBGS data base. It was reported that an error occurred in a file, damaging the data for June and July, so some of these permits are not displayed in SBGS data base. Such people have to re-apply to the CG representatives.
  • The disaggregation of concerns expressed by respondents remained the same, however the share of respondents who did not indicate any concerns sharply increased.

 The report is based on the results of a survey conducted during October by R2P at the five entry-exit checkpoints (EECPs) to enter the non-government controlled area (NGCA) and administered on a regular basis since June 2017. The survey is a part of the monitoring of violations of rights of conflict-affected populations within the framework of the project ‘Advocacy, Protection and Legal Assistance to IDPs’ implemented by R2P, with the support of UNHCR. The purpose of the survey is to explore reasons and concerns of those traveling from the NGCA to the government-controlled area (GCA), as well as conditions and risks associated with crossing the line of contact through EECPs. The information collected in the survey helps identify protection needs, gaps and trends, and provides an evidentiary basis for advocacy efforts.

Today we present R2P semiannual (January – June 2019) EECP Survey Report. More statistical data are available on the Eastern Ukraine Checkpoint Monitoring Online Dashboard.

HIGHLIGHTS of the Report:

  • 34 fatalities reportedly took place at EECPs in the first half of 2019, including 12 deaths on NGCA side (information from social media and OSCE reports) for which the data cannot be confirmed. The preliminary causes of death in most cases in GCA were related to heart health problems.
  • About 20 people per day were fainting at Stanytsia Luhanska EECP due to the heat in June.
  • By the end of June, reconstruction started by GCA local authorities in 2018 is still in progress at Hnutove, Novotroitske and Maiorske EECPs.
  • Reconstruction of the bridge at Stanytsia Luhanska EECP planned for March 25 by Luhansk Oblast Military Civil Administration did not happen as security guarantees were not provided by NGCA de-facto authorities. On June 28 commission examined the damaged bridge at Stanytsia Luhanska EECP to consider the possibility of renovation. SES started the demining process near the EECP.
  • In April monitors reported about the lack of potable water at Stanytsia Luhanska on GCA side of the EECP. By the end of June, the issue remained acute due to increasing outside temperature.
  • In comparison with the first half of 2018, the share of respondents who raised concerns related to the crossing process increased at Stanytsia Luhanska, Novotroitske and Marinka EECPs.
  • The majority of returnees indicated the improved situation at their previous place of residence among their reasons for return.
  • 680 individuals (5% of all respondents) mentioned cases of not being able to cross the contact line in the six months prior to their interview. The vast majority (509) of these cases were caused by the lack of permits in the SBGS database.
  • Since March 28, the Government lifted the limitation (time) for permits, however old permits must be reapplied to become termless.

The survey is a part of the monitoring of violations of rights of the conflict-affected population within the framework of the project «Advocacy, Protection and Legal Assistance to the Internally Displaced Population of Ukraine» implemented by R2P with the financial support of the United Nations High Commissioner for Refugees (UNHCR). The objective of the survey is to explore the motivations and concerns of those travelling between the non-government-controlled areas and the government-controlled areas, as well as the conditions and risks associated with crossing the contact line through EECPs.

Today we present ‘Restoration of social ties between TOT residents by improving access to the most requested services’ research findings.

This survey aims to find out how, given the current restrictions on freedom of movement in Donbas, it is possible to alleviate the condition of people affected by an armed conflict and to grant them access to the most requested services.

This monitoring was conducted by CF ‘Right to Protection’ within the framework of the Multi-Sectoral Humanitarian Aid to Conflict-Affected Populations in Eastern Ukraine Project implemented by CF ’Right to Protection’ with the financial support of the European Commission under the European Union Civil Protection and Humanitarian Aid within the ACCESS consortium and with the assistance of the Advocacy, Protection and Legal Assistance to IDPs Project, implemented by CF ‘Right to Protection’ with the support of the United Nations Refugee Agency (UNHCR).

Today we present R2P report ‘Crossing the line of contact’ for August 2019. It is based on data collected during 47 visits to the five entry-exit checkpoints (EECPs) in August 2019. More statistical data can be found on the Eastern Ukraine Checkpoint Monitoring Online Dashboard.

Highlights:

▪ Maiorske EECP was closed on 28/08/2019 from 13:15 to 14:20 due to the “red” alert. According to the people traveling from NGCA, they had to wait on the checkpoint without a bomb shelter during the alert. Civilians in GCA were evacuated from the EECP.

▪ UNHCR with support from its partner NGO Proliska launched an electric car at Stanytsia Luhanska EECP to transport most vulnerable pedestrians: 75+, people with disabilities, pregnant women and children. The electric car operates daily from 7 AM to 5 PM and can transport up to 400 people a day.

▪ By the end of August, the demining process in the vicinity of Stanytsia Luhanska EECP was completed in GCA, preparations for the reconstruction of the bridge are in progress.

▪ The number of respondents who were accompanying minors (mostly (90%) – NGCA residents) reached 15%, which is 8% more than the average for previous months of 2019. Older people were less likely to travel with children (6% compared to 37% of respondents aged 18-34). Such respondents had substantially different reasons for crossing, as seen on the chart.

Today we present the report ‘Crossing the line of contact’ for July 2019. It is based on data collected during 45 visits to the five entry-exit checkpoints (EECPs) in February 2019. More statistical data can be found on the Eastern Ukraine Checkpoint Monitoring Online Dashboard.

· Première Urgence Internationale (PUI) reported about the increase in the number of people seeking medical assistance at Marinka EECP. The number of people fainting at Stanytsia Luhanska is still alarmingly high. On July 1-3 this number was in peak, surpassing 80 persons per day.

· A free bus route for older people and people with disabilities at Stanytsia Luhanska was launched in the GCA by Luhansk Oblast administration on July 15. The share of complaints about long distance to walk at this EECP decreased by 43% (from 73% in June to 30% in July), following the launch.

· On July 21 at around 12:00 an unexploded mine was found by the SES at Maiorske EECP, causing a suspension of operation on July 21 (partially) and 22.

· Minor changes in demographics were observed in comparison to June. The share of younger respondents increased by 8% due to the vacation season (vacation was one of the three most common reasons for crossings among respondents aged 18-34 in July).

· The share of respondents who were concerned about long waiting times in July was 10% higher than in June. The sharpest increase was at Stanytsia Luhanska (9% to 56%).
