The Right to Protection (R2P), an all-Ukrainian charitable foundation, in partnership with HIAS that strives for Ukraine to become a country where refugees, stateless, non-citizens, and displaced persons enjoy dignity and protection launches the Advocacy and Legal Protection Project funded by UNHCR to be implemented in 2020.

The Project is aimed to provide protection and legal assistance to asylum seekers and refugees from around the world. The Project also contributes to building a humane asylum system in Ukraine by training local judges, immigration and law-enforcement officials, and law students, and by developing legislative proposals and administrative regulations.

Key Duties & ResponsibilitiesKey Duties & Responsibilities

The Advocacy Expert as a member of the Project Team will be reported to the Project Manager, work in close cooperation with Advocacy Coordinator, PI Coordinator and all members of the Legal Team and third parties under contract with R2P. 

Project Implementation

  • Maintains a broad overview of the changing political landscape and identify new and emerging advocacy opportunities and threats relevant to the situation of asylum seekers and refugees in Ukraine.
  • Coordinating the Project’s advocacy efforts related to the social situation of refugees and asylum seekers in Ukraine.
  • Create the advocacy strategy to meet the advocacy needs of the project. The strategy will be developed in close collaboration with Advocacy Coordinator, PI Coordinator and Project’s Strategic Litigation Coordinator.
  • Coordinate implementation of advocacy activities outlined in the advocacy strategy with support of the Project’s staff and partners to improve national legislation concerning social rights of asylum seekers and refugees as well as raise awareness of international protection concerns among decision makers.
  • Present the Project as agreed at the public events, governmental and non-governmental meetings and gatherings.
  • Establish close collaboration and working arrangements with the project partners to ensure timely conduct of the project activities and adequate communication of all stakeholders including Government, CSO partners, business, international NGOs, including the collection of monitoring data for project reporting requirements;
  • Conduct monitoring visits (including those in the frame of National Prevention Mechanism) to Migration Custody Centers, Borderguard Temporary Holding Facilities, transit zones of international airports.

Coordination and Representation

  • Organize and conduct meetings with main actors at local and national levels.
  • Ensure effective communication, coordination and information-sharing with other programmes and projects of R2P and among the project’s staff;
  • Establish and maintain cooperation with key duty bearers;
  • Represent the project at all relevant coordination fora with partner organizations as well as duty bearers.

Reporting & Accountability

  • Produce high quality and timely reports in line with the donor guidelines within agreed deadlines;
  • Comply with all relevant R2P policies and procedures, particularly with respect to and the code of conduct.

Required qualificationsRequired qualifications

  • Higher education in law, political science, international relations, human rights;
  • An advocate license;
  • Proven capacity to conduct lobbying and advocacy activities, design, and produce quality knowledge products, including policy and legal papers, etc;
  • Experience in working with, and knowledge of human rights is a strong asset;
  • Experience of working with the Ukrainian Parliament and Ukrainian executive state institutions is a strong asset;
  • Good understanding and knowledge of the local situation and of the refugee community dynamics;
  • Well-developed organization capacities, good communication and presentation skills, high level of responsibility, computer literacy, experience in planning and analysis of fulfilled work;
  • Ability to work independently and in team and to meet deadlines;
  • Good analytical skills and attention to detail;

Right to Protection (R2P) is a Ukrainian nonprofit organization operating in close partnership with HIAS, one of the world’s oldest refugee aid organizations. R2P is dedicated to protecting refugees, asylum seekers, internally displaced persons (IDPs), stateless persons and those at risk of statelessness, and other migrants and conflict-affected populations who find themselves in Ukraine. R2P’s operations focus on legal assistance, monitoring, advocacy, and government and civil society capacity building. R2P has approximately 150 staff operating in 10 offices across Ukraine with its Headquarters in Kyiv. 

R2P’s internship program offers excellent graduate-level students and recent graduates the opportunity to acquire direct exposure to the humanitarian and human rights issues in Ukraine. Moreover, it offers the opportunity to gain first-hand exposure to the human rights advocacy and humanitarian response work of a national NGO operating on the ground. The internship is designed to complement human rights-oriented or similar studies with practical experience in various professional capacities. Interns will not be financially remunerated by R2P. 

Objective of the internship: Based at R2P’s Headquarters in Kyiv, or based remotely where appropriate, the intern is expected to assist the Communications and Advocacy Departments to develop and strengthen a range of communications activities meant for consumption by international NGOs, R2P’s partners and donors, international audiences, and other relevant stakeholders. The messaging will focus on social media campaigns design to raise awareness around R2P’s projects and priorities. 

The intern will have an excellent opportunity to deepen his/her knowledge of the human rights and humanitarian operations in Ukraine, communications strategies on pressing and sensitive issues, and will gain an appreciation for and will have an opportunity to work with the broad array of human rights and humanitarian actors operating in Ukraine.

  • Assist in developing content for R2P’s official Facebook, Twitter, LinkedIn and other social media accounts. 
  • Prepare and edit (using photo- and video-editing software) multimedia materials relating to the human rights situation in Ukraine, and aimed at raising awareness about R2P’s activities around the country.  
  • Conducting media and social media monitoring; preparing an overview of R2P’s media coverage and exposure; collect examples of quality human rights material in media and social media;
  • Cooperate with R2P field operations to collect photos and design featured stories;
  • Assist in drafting, editing and/or translation of articles, feature stories, captions and other organizational documents to be published in English;
  • Maintain up-to-date photo bank of pictures from R2P’s field activities, meetings, seminars, and other events;

Experience

The project will be implemented by the Right to Protection (R2P). R2P, an all-Ukrainian charitable foundation, assists refugees, asylum seekers, stateless, internally displaced persons and conflict affected population in Ukraine.

The project’s major objective is to ensure that stateless population in Ukraine exercise their human rights through providing legal aid and counseling in Kyiv city, Kyiv and Kharkiv cities and regions and the government controlled parts of Donetsk region, developing a comprehensive analysis of the legal framework regarding stateless in Ukraine and advocating for the improvement of government policy and legislation, and its implementation in response to the problems identified during the monitoring through a telephone hot-line and provision of legal aid to beneficiaries.

The government relations officer’s key task is to develop relations with key governmental stakeholders and create government support for R2P priorities across projects. The strength of R2P’s advocacy work is predicated on legislative and policy analysis as well as developing recommendations and products in these spheres. The government relations officer would complement R2P’s analytical strength by focusing on obtaining greater governmental and political buy-in for R2P’s advocacy priorities. This person would increase governmental/political support for key issues and undertake a political/governmental stakeholder analysis and create a contact database to determine entry points for R2P’s advocacy.

Main tasks:

  • Work within the scope of advocacy efforts identified by the Advocacy Coordinator. Identify influence opportunities;
  • Oversee and provide direction on government relations strategies;
  • Create stakeholder maps/power diagrams for various parliamentary bodies, the Presidential Administration, the Cabinet of Ministers, and select government ministries and agencies;
  • Create a contact database of influencers in various spheres of government;
  • Develop relations and maintain cooperation with key governmental and parliamentary stakeholders;
  • Represent R2P at relevant coordination fora with partner organizations as well as duty bearers;

  • Proven capacity to increase influence and advance priorities through lobbying and government relations activities, etc;
  • Preferred 3 years of work experience in the field of advocacy, lobbying, or government relations. Experience of working with the Ukrainian Parliament, Cabinet of Ministers and Ukrainian executive state institutions is a strong asset.
  • Experience in working with and knowledge of human rights is a strong asset.
  • Excellent ability to communicate effectively in Ukrainian and Russian, both verbally and in writing. At least intermediate English.
  • Ability to work independently and to meet deadlines.
  • Strong people skills and attention to detail.

The project will be implemented by the Right to Protection (R2P). R2P, an all-Ukrainian charitable foundation, assists refugees, asylum seekers, stateless, internally displaced persons and conflict affected population in Ukraine.

Duties and tasksDuties and tasks

Work autonomously within the scope of advocacy efforts identified by the Project Manager and the R2P Advocacy Coordinator.
Lead the advocacy directions assigned, and identify and implement most appropriate advocacy activities in close consultations with the Project Manager and the R2P Advocacy Coordinator.
Produce high quality and timely reports in line with donors’ guidelines within agreed deadlines.
Identify the legal gaps in Ukrainian legislation concerning stateless and suggest improvements need to be made.
Draft new legislation, including amendments, regulations and instructions, to address the concerns identified.
Liaise with the government authorities, the R2P partners to follow-up on the situation for stateless in Ukraine.
Organize and conduct trainings, meetings and other events with main actors at local, national and international levels.
Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.
Establish and maintain cooperation with key duty bearers.
Comply with all relevant R2P policies and procedures, particularly with respect to the code of conduct.

Professional requirementsProfessional requirements

Higher education in law, international relations, refugee or migration studies, conflict studies.
Proven capacity to conduct lobbying and advocacy activities, design, and produce quality knowledge products, including policy and legal papers, etc.
Minimum 3 years of work experience in the field of law, advocacy and/or legal practice.
Experience of working with the State Migration Service and knowledge of human rights is a strong asset.
Excellent ability to communicate effectively in English and Ukrainian, both verbally and in writing.
Ability to work independently and to meet deadlines.
Good analytical skills and attention to detail.
